Frank Webber Habitual Criminal. VANCOUVER, Wash.. Dee. 7. (Spe cial.) E. S. Biesecker, Sheriff of Clarke County, today returned from Baltimore, Md with Frank Webber, charged with being an habitual criminal. Webber committed three petty larceny crimes. In this state, after the third conviction, a man becomes an habitual criminal. Before the Superior Court of Clarke County today. Webber pleaded guilty.
