Repre sentative Treadway, of Massachusetts, has Introduced an amendment to the war risk Insurance act. which if adopt ed will make Impossible the fleecing of dependents of soldiers by so-called 'claim agents." Such "agents" are springing up all over the country, and they are particularly active here. Some of them are actuated by patriotic purposes and would not overcharge, but others are accused of intending to make the moat of the situation. Although the act was so drafted that dependents of soldiers can obtain their allowance without assistance these "claim agents' are preparing or ex tensive business. The attention of the war risk bureau has been called already to one case where a claim agent, hov ering about the office of the committee on public Information for casualty lifts, notified a father of the death of his son In Kranco before the Govern ment Itself could get a teletrram to that parent. A number of less flagrant cases also have coma to light. The "claim agents" are sending- let ters to the bereaved as rapidly as an nouncements of deaths are made. Kvery person next of kin who answers one of these letters and who places his case In the hands of ona of these agents Is liable to pay 10 per cent of the sum he receives from the Government each month for the- entire period of 210 months during which the payments will be made. Joker fa t'arovered. In other words. If the allotment re ceived by a given person Is tH a month, and If he places tils case In the care o an agent, he may be compelled to pay this agent 12.40 a month for 20 years. At least this Is an interpretation of a section of the act as made by Repre sentative Treadway, who has uncovered a Joker In the law. This Joker provides that the director of the insurance shall "regulate the matter of compensation. If any. but in no case to exceed 10 per centum, to be paid to claim agents and attorneys for services In connection w ith any of the matters provided for In Articles 2. X and 4." Mr. Treadway already has Introduced an amendment to replace this unjust provision In the act by a section providing that the maximum sum any attorney or claim agent can receive for service In ex ecuting the necessary papers, which, as a matter of fact Is a very simple serv ice, shall be j. Although Mr.Treadmay will bring his amendment before the congress at the earliest opportunity, some time will pass before It can be considered. In the meantime, dependents and their friends should be on their guard. Letter Seat Oat. This fact and subsequent figures would prove all the more remarkable if the ratio could be Riven but the number of Americans over hero is, of course, not for publication. This tt ratifying record is regarded as a splendid tribute to the flotillas senior surgeon who holds the rank of Lieutenant-Commander and his two as sistant?. Junior surgeons, who rate as Lieutenants. Sixty-two operations under general anaesthesia have been performed by this trio since the arrival of the first of the American destroyers over here last Spring. The majority of these .were bdonnnal operations. And all were done without a single case of infection, a noteworthy point. In the same period there were 1S9L minor operations. These were done under local anesthesia. The chief Justice and two associate Justices of the Belgium supreme court at Brussels wera arrested by the Ger man authorities on February 9, fol lowing action of tha court in ordering proceedings against the Activists.
