In op position to 11 cicerone who have con ducted the business of handling deep water vessels on both streams for years, crystallised yesterday, and to morrow there will be formally launched the new business with headquarters on l ouch-treel dock. R. & N. steam er Elmore; Captain Pearson, master of the port of Portland teamer Ockla hama. who will leave the vessel as soon as a successor la named; Captain illchael Moran. of the Hale & Kern fleet, and Captain J. "Our headquarters at Astoria will be on the Callendar dock and at least for a time we will be located here on Cpper Couch-street dock. Cap tain Parsons hinted that the weather would not be of the best, and inquired If Campion wanted merely to run down the bay or risk going outside. Campion said he would go as far as the captain wished. Bulldlnff statistics published by the American Contractor, a Chicago Journal. showing an apparent falling off In build ing operations In Portland for the com bined months of January and February of thin year compareo with the cor responding month of IOIOl are Incorrect. The building permits In Port land for February. 1910. amounted to $M.5ciX The Chicago publication gave the figures as S1.6U0.4X5. The permits for last month were U.044.3l. a subantial gain of 4 per cent, but when compared with the fstee figures for February, 1910. an apparent falling off of over $&00.(M Is revealed. January this year snowea a bfg advance over last. Building Is progressing at a fair rate. and with five busine-tw days of the month eft there is a possibility that the figures for March will equal those of the cor responding month last year, when 66 permits were issued for buildings costing 11.473, 5 LLst week's total was 20 per mit for fcW.&4 worth of buildings, bring ing the building operations for the month op to 1.718. Plans for the new depart ment more building for Upman. Wolfe A Co. ba-ve been checked over by the Build ing Inspector and the permit Is ready to be fmued. This building will cost $750,000 and if -the permit figures In this month s business the total will be well aoove the record for March last year. Unices this permit Is taken there will be an apparent falling off. Many Permits Issued. Although the total volume of build ing appears small, more permits are being issued than ever, but a great many of them are for small jobs that do not count up fast. F. H. Fairfax, one of the Building Inspector's deputies handled the record single day's business for one man In the office last Thursday when he Issued 49 permits. He was obliged to turn several applicants away because of the rusb and lack of ejwilstance. The former record for number of permits sued in one day was held by B. F. Smith wtth 47 to his credit, and Iouls M. Dole Issued 44 permits In one day last April. Building permits were issued last week by day ss follows: Monday 43 permits, value. Forty live members of the Young People's Union were engaged in the work of can vassing the city, which was undertaken in one day, and although no official re port has been issued as a result of their work, the figures given are practically correct. Commencing June 1 a rural free delivery will be established between this city and Soda Springs, a service that will be much appreciated by the residents along this route. Arrested twice in one day for water ing milk, Rudolph Hattinger, a Mount Scott dairyman, was fined $75 in Municipal Court yesterday and sen tence on the second charge was held in abeyance during good behavior.
