Xo where more profunely than in the re gion surrounding; Crater Lake has she scattered her wonders. Unique upon the list of national playgrounds for tired humanity, possessing in addition to the marvels of other great mountain parks, the one and only Crater Lake, Oregon has ready in her hand a lure to draw within her boundaries the tourist travel of the continent. Were this attraction situated in any either part of thi3 country, its beau,ties and delights would long since have hecome as well known to tourists from foreign lands as they are now to the comparatively few persons, travelers or residents of the state, who have lbr-ed the discomforts of primitive local roads and nlow-moving team trips to feaat their eyes upon the unrivalled grandeur of the circle of peaks which sentinel the borders of the pear of lakes high in the mountains of Southern Oregon. The National Government has not failed to recognize the value of the region In Its largest field of useful ness. A National park has been creat ed out of the territory around the lake, covering an area of 249 square miles, and embracing within its bound aries a bewildering vision of lofty crags, deep canyons, mountain peaks, bds of lava, deep forests of hemlock and pine, plateaus of grassy fields and . thousand rippling streams. Indian legends tell of the creation of tho central attraction. Crater Lake, out of the ruins of Mount Mazama. in whose .ancient crater the lake rests. Crater Lake In outline is an oval, six Wiles In length and four In width, sur Tounded throughout Its 22 miles of shore line by sheer precipices, ranging from one to two thousand feet above the level of the waters beneath. These precipices, mountains In themselves, are the mere fragments of the an cient volcano: some of them reach an altitude of 9000 feet above Vie eea level. At Eagle Rock is found th only point where a descent to the lake is prac ticable, there, where the present wagon road leads up from the outside world to the crater's brim, a wind ing trail has been cut down to the shining waters The surface is 6239 feet above sea level, and the water has a depth of from 2000 to 60Q0 feet. The surrounding peaks are capped with perpetual snow, and the hemlock forests of the park preserve frreat banks of it through the Summer, n the cool depths of their shades. The recent action of the State Leg islature in appropriating money for the construction of a highway to the borders of the park, there to connect with the Government road already pro vided, has quickened the interest and aroused the attention of people all over the country, and many plans for Bummer vacations have taken into ac count the possibility of visiting this heretofore little - explored paradise. Shutting the door In the faces of these expectant visitors Is comparable . to putting a barbed wire fence around Yosemite or barring the Grand Canyon to all but wandering Indians and mountain sheep. The act of the State Legislature rn making the appropria tion, recently nullified by the Supreme Court, nevertheless remains upon the record in testimony of the broad vi sion of the progressive majority. The people of Oregon have 8a!d, through the mouths of an unmistakable ma jority of their representatives in the Legislature, that the day has arrived . for opening Crater Lake National Park to the world. The people are awake to the great advantage of this common possession. It would be as well to say that the National Capitol belongs only to the State of Maryland, .or that Pike's Peak is' a mere local possession at the State, of Colorado, as ta sax that Crater Lake is of interest only to the people of Southern Oregon. Nature knows no such limitation. The response of the people of Jackson County to the recent decision of the Supreme Court that the proposed Crater Lake road Is a purely local matter and that state aid thereto is therefor inhibit ed by the constitution, will be echoed throughout the state. That decision. shall Impose no delay in the building of the road. What the state may not do as a whole, under the decision, the citi zens as individuals are determined to ac complish. There is no weakening of interest in the matter, but only a more earnest desire to forward the work of building a modern highway from the nearest railroad point to the borders of 4 he park. The counties within whose boundaries the road chances to be located will do their part 1n aiding the enterprise and the National Government will meet them at the park line in earnest co-operation. The rond is to be built. The adverse decision of the court was no sooner made than steps were taken by the citizens of Medford to forward the work of opening up the route by appeals for popular subscriptions to the citizens of the entire state. The Med ford Commercial Club assumed the bur den of organizing the citizens move ment and, through a committee consist ing of the presidents of roe four local banks, formulated a plan for soliciting and safeguarding private contributions to supplement the official appropriations of. Jackson and Klamath counties and the National Government. In pursuance of the plan so suggested, a meeting of the Commercial Club adopted resolu tions creating a private commission to receive and expend private subscriptions to the amount ot $100,000. In an inter view, William M. Colvlg, president of thA Commercial Club, said: "It has been our endeavor, and the desire of those interested in launching this movement, to throw about the col lection and expenditure of this money every possible safeguard and guarantee. With tliat end in view I urged upon the club the advisability of following as closely as possible the provisions of the legislative act which the court's decision rendered inoperative, and when this ad vice was adopted by the club I named among the members of the private com mission the presidents of our local banks and selected the remaining members, not only because of their interest in the work and qualifications for it, but be cause of their wide acquaintance throughout the state and the confidence reposed in them by its citizens." The resolutions of the club creating the - commission follow: Whereas. The Legislative Asiembly of the Sta.te of Oregon In February, J 909, appro priated the sum of $100,000 to be expended for the purpose., of constructing a highway from the line of the Southern Pacific Itail rnad In Jackson County. Oregon, to Klamath Kails. In Klamath County. Oregon; - Whereas, The Supreme Court of the State of Oregon has decided that said enactment is prohibited by sub-division 7 of section 23 of article lv of the constitution of the State of Oregon: and Whffreiu, Crater Lake is conceded to be one of the greatest scenic wonders of the known world and baa been recognized by the Government of the United States which In the year 1902 set it apart and estab lished 249 square miles embracing said lake as a National playground for the peo ple of the ITnlted States and their descen dants forever; fc-nd Whereas, This great natural wonder Is sit uated in a wild mountainous region and almost inaccessible to those who wish to visit It. and which would, if rendered ac cessible, annually Induce numbers of tourista thereto: and Whereas, The Medford Commercial Club, having at all times taken a leading part in the prometion of said enterprise, has since the rendering of said decision ap polnt?d a committee consisting of seven r- sponsible citizens of Jackson County. Ore gon, to be known as the Crater Lake High way Commission, and has conferred upon said commission, in so far as the same is applicable thereto, the same powers as ycre conferred upon the state commission: now Therefore, We the undersigned citizens of the State of Oregon for and in considera tion of the prospective building of a high way under the supervision of a competent engineer to be furnished by the good roads section of the United States Department of Agriculture, said road leading from the City of Medford, Or., to the western boundary of the Cascade forest reserve at or near Prospect, of said county, do hereby sev erally promise and agree to pay the sum of one hundred $100 dollars In two an nual payments of fifty ($50) dollars each; the first on or before June 1, 1910. and the balance of fifty dollars on or before June 1. 1911; said installments to be paid at said time Into any one of the following named banks: The Jackson County Bank, of Medford. Or.: the First National Bank, of Medford. Or.; the Medford National Bank, of Medford. Or.; the Farmers & Fruit growers Bank, of Medford, Or.,-subject to the order of said Crater Lake highway com mission; It being further understood that no part of this subscription shall become due until the full sum of fifty thousand ($50, 000) dollars has been subscribed and none of said funds are to be expended for any purpose whatever until the full sum of twenty-five thousand ($25,000) dollars Is in said depositories subject to the order of said commission. "The commission is to perform its work gratuitously," said Mr. Colvig, "no salary being paid to any of Its members. and only their actual necessary expenses to be met out of the- funds eoliclted. The work Is to be done, as the pledge pro vides, under the supervision of an en gineer provided by the good roads section, of the United States Department of Agriculture, insuring an economical ex penditure of the funds, and a satisfactory and permiuient construction of the road way. Thrf commission will pay out the money subscribed only for actual road work, and no part of it for right of way.
