That the bills passed at the regrular session of the Washington Legislature and vetoed by Governor M. E. Hay after the final adjournment will have to be referred to the special session which convenes In Olympia June 23. Is the opinion of Senator George F. Cotterill, of Seattle, who Is now in Portland. If Senator Cotterill'a construction of the constitution Is correct, issues not heretofore discussed as necessarily aris ing In the comlngr special session, will consume soma of the time of the leg islators. "The provision of the constitution." said Senator Cotterill yesterday, "Is that bills submitted to the Governor within Ave days before final adjourn ment and vetoed by the Governor after adjournment shall be submitted to the house in which they originated at the next session of the Legislature. The word 'regular' is not used preceding the word session.' and plainly It will be the duty of the Seoretary of State to transmit the several measures ve toed by Governor Hay to the special session. Hopes Vetoes Will Stand. "The three principal bills vetoed by the Governor, and which were passed by close votes, I believe, were bad and were rightly vetoed. They were the oyster land bill, the Potts hotel liquor bill and the Booth anti-campaign pledge bill. I do not believe that any of them can secure the necessary two thirds vote to pass ovtr the Governor's veto. Another bill, which I believe was meritorious, was vetoed because of the failure of the president of the Sen ate to affix his signature. This bill, as I recall It, gave counties the right to acquire gravel pi ts by - condemna tion for road-building purposes. "I see no reason whatever for at tempting to reorganize the Senate and I do not believe it will be attempted. The work of the Legislature. I believe, should be confined to matters germane to the Investigation of state offices and departments. There is no reason why every member of the Legislature should rack his brain for new meas ures to present. It Is bad enough to have that occur biennially, but if it Is JMKited. I promise you that I shall be tlu .e with the rest of them with new bills. . "The only reason that I can think of that would make, reorganization ad visable would be the discovery by the Investigating committee of some con nection by the presiding officer of either house with- improper or unlawful acts, :and I have never heard such a thing intimated. Officers Have Little Power. "As a matter of fact, the president of the Senate in an Impeachment pro ceeding will not have any arbitrary powers that might be abused. If thero is an attempt to reorganize either house it will be in the interests of some person who has political ambi tions. "I am not In favor of reopening any of the subjects of contravention in the regular session. If the local option issue were reopened, for Instance, It would come before the same arbitrators that considered It in the regular ses sion. "The local option law passed by the Legislature Is a saloon bill. It was not what the local optlonists wanted and It was not what the liquor interests wanted, but It represented what the liquor Inter ests were willing to. concede In fear of something far worse In the future. "The record has been made up on the local option Issue and it should stand and the law be given a fair trial. At the next election. It the people are not satis fied with it. they should elect representa tives In the Legislature at that time to amend It or repeal It, as they deem beet. May Attack Reform Laws. "While I do not fully exoect it. T nhnnlrt not be surprised If the liquor Interests made some attempt to strike out some of tn provisions of the criminal -code, such as the one which prohibits obstructions of the view of the Interior of the saloons, but Just so sure as they do make this at tempt they will drive more nails In their own coffin. The great enemy of the liquor trafflo Is the liquor traffic itself. Every time it shows its hand In attempting to control legislation or dictate politics it does itself mora harm than the united opposition of the temperance people can accompus n. Thle bill was reported favorably, but 1 was advised by good legal authority that puch a bill would be unconstitutional, as the constitution specifically makes the summoning or a grand Jury discretionary with the Superior Court Judsre. I then prepared a constitutional amendment and secured a favorable report on that also. but It was so late In the session that it was crowded out by other legislation. shall again amendment. present tills constitutional Amend Accounting AcL "Another matter that Is germane to the ubject of investigation is an .-.mendment to the public accountancy act which will permit the board of accountancy created by the last Legislature to Investigate the accounts and acts of county, city and state officers during the period prior to xne creation or the board. My recollec tion Is that the powers of the board deal only with current acts performed since tne enactment of the new law. "Of course, if there are any matters of actual emergency that have arisen since the adjournment of the Legislature but not involved In the investigation they also should he considered." Senator Cotterill's views on the subject of amending the local option law will probably be taken as indicative of the general opinion in the "dry" faction in the f?nate. Senator Cotterill was one of the "dry" leaders, and in his personal views he is an ardent Prohibitionist. SOUTH BEND, Wash., June 12 (Special.) The unusual sight of a big vessel under full sail passing this place, 18 miles from the ocean, on her way to Raymond, without tug or pilot, was presented to the people of this city one day last week. The most remarkable part of this feat Is the fact that neither the captain nor any of the crew had ever visited this harbor before. The vessel was the four-masted schoon er Manila, Captain M. Garski, 14 days from San Francisco. She will take a cargo of 850,000 feet of lumber from the Raymond Lumber Com pany's mill for Honolulu. BRITISH SHIP OVERDUE BRODICK CASTLE OCT 189 DAYS FROM COLUMBIA RIVER. Vessel Loaded Barley at Portland and Sailed for Ipswich Direct. Has Not Been Reported. Nearly two months overdue at Ips wich with a cargo of barley from Port land the British ship Brodick Castle, Captain Taylor, Is causing a little un easiness among seafaring men. The craft sailed from Astoria December 5. and from that day to this has not been heard from. The Brodick Castle haa been out 189 days. No reinsurance has been quoted as yet. - The Brodick Castle is an ancient craft, having been constructed at Glas gow in 1875. Cleared Saturday. -Daisy Mitchell, Am. steamship' (Devlttl, with ballast, for Hoqulam. over a year ago with coal from New castle, and for months laid In the stream with the coal on board. She made a slow passage from Australia. During the past season there have been few fast passages outward. The larger portion of the fleet succeeded ih getting through In between 120 and ISO days. There are several ships now out which have run over that time. From the Sound nearly all the sailing craft are taking up more than the ordinary number of days in which to make the run. Northwestern Rivers Falling. Cool weather, which has prevailed over the Northwest durirfg the past two days, will hasten the fall of the rivers. The Willamette at Portland fell .2 foot yesterday, and by Tuesday a stage of IS feet will prevail. In the official forecast, issued by the "Weather Bureau, It is predicted that the river will fall slowly today and tomorrow. After that the fall will be much faster. Fair weather and warmer Is predicted for today at Portland. Captain Reports Floating Log. Captain Neumann, master of the steamship Arabia, has reported to John McNulty, nautical expert In charge of the local branch of the Hydrographlc Office, that on June S, 1909, In latitude 50:12 North, longitude 157:55 west, the Arabia passed a large floating timber, about 35 or 40 feet In length. La Boca Is Rechristened Balboa. LaBoca, the Government port of en try at Panama, on the Pacific side, has been renamed Balboa. The change in name was decided on during the recent visit of Secretary of War Dick inson to the Isthmus. A large amount of lumber Is shipped annually from Portland to Balboa. Marine Xotes. Fros Coos Bay ports the steamship xjreaKwaier is due to arrive this aft ernoon. Under charter to load lumbar on Grays Harbor the steam schooner Daisy Freeman sailed last evening for Ho qulam. The steamship iMorthland sailed for Puget Sound with ballast yesterday morning. TJie steam schooner F. S. Loop sailed for San Francisco with lumber yester day afternoon. . With passengers and freight for Coos Bay the steamship Alliance sailed last evening at 8 o'clock. Captain Gustav Anderson, an old time bar pilot, left yesterday for a visit to his old borne in Sweden. The steamship Sue H. Elmore, from Tllamook, arrived up yesterday morn ing. ASKS PUBLICCO-OPERATION Importance of Lumber Industry to State, and Terrible Annual Waste From Flames Brought Out. List of Rules for People. Importance of the lumber Industry as a resource to the state of-Oregon, and its value aa an employer of labor, are emphasized in circulars which have been distributed by the Oregon State Board of Forestry. Accompanying the circulars are copies of the state law enacted In 1907 for the protection of the forests, for the creation of the Forestry Board, and providing- fines for the careless setting of timber fires. The earnest co-operation of all citizens is asked that the loss from these fires may be minimized. It is pointed out in the circulars that Oregon has 350,000,000,000 feet of standing timber, worth $475,000,000. If manufactured and sold at present lum ber prices, it would bring $5,000,000,000 into the state for labor and supplies. Lumber sales in this state now aggre gate $20,000,000 annually, of which $14,000,000 Is received by employes who 'put it In local circulation. About 1.000.000.000 feet of this timber is de stroyed by fire In this state annually, which if manufactured would bring $13,000,000. On every 1000 feet burned, the stumpage-owner may lose $2, but the community loses $8 in wages. "Timber means pay checks, to sup port all industries; but burned timber pays no wages," continues the circu lar. "Timber pays taxes In your coun ty; If it burns up, your property has to pay the difference. Help keep down forest fires and, you will make more money. So will your children. Care with small fires is the best way to pre vent big ones." Officers of the State Board of For estry, through Secretary E. P. Sheldon, of this city, urge the people of the state to observe the following simple rules: ron't toss away burning- matches or tobacco. -Don't make a cajnpfire In leaves, rotten wood or against logs, where It may spread or you can't be sure It Is put out.
