Senator Cotterill Says They
Must Come Before Special -Session
This Month.
ISSUES TO LIE DORMANT
Prohibition Leader I9 Opposed to
Introducing Local Option Fight
A pa In Before Lawmakers '
of Washington.
That the bills passed at the regrular
session of the Washington Legislature
and vetoed by Governor M. E. Hay after
the final adjournment will have to be
referred to the special session which
convenes In Olympia June 23. Is the
opinion of Senator George F. Cotterill,
of Seattle, who Is now in Portland.
If Senator Cotterill'a construction of
the constitution Is correct, issues not
heretofore discussed as necessarily aris
ing In the comlngr special session, will
consume soma of the time of the leg
islators. "The provision of the constitution."
said Senator Cotterill yesterday, "Is
that bills submitted to the Governor
within Ave days before final adjourn
ment and vetoed by the Governor after
adjournment shall be submitted to the
house in which they originated at the
next session of the Legislature. The
word 'regular' is not used preceding
the word session.' and plainly It will
be the duty of the Seoretary of State
to transmit the several measures ve
toed by Governor Hay to the special
session.
Hopes Vetoes Will Stand.
"The three principal bills vetoed by
the Governor, and which were passed
by close votes, I believe, were bad and
were rightly vetoed. They were the
oyster land bill, the Potts hotel liquor
bill and the Booth anti-campaign
pledge bill. I do not believe that any
of them can secure the necessary two
thirds vote to pass ovtr the Governor's
veto. Another bill, which I believe
was meritorious, was vetoed because of
the failure of the president of the Sen
ate to affix his signature. This bill,
as I recall It, gave counties the right
to acquire gravel pi ts by - condemna
tion for road-building purposes.
"I see no reason whatever for at
tempting to reorganize the Senate and
I do not believe it will be attempted.
The work of the Legislature. I believe,
should be confined to matters germane
to the Investigation of state offices
and departments. There is no reason
why every member of the Legislature
should rack his brain for new meas
ures to present. It Is bad enough to
have that occur biennially, but if it Is
JMKited. I promise you that I shall be
tlu .e with the rest of them with new
bills. .
"The only reason that I can think of
that would make, reorganization ad
visable would be the discovery by the
Investigating committee of some con
nection by the presiding officer of
either house with- improper or unlawful
acts, :and I have never heard such a
thing intimated.
Officers Have Little Power.
"As a matter of fact, the president
of the Senate in an Impeachment pro
ceeding will not have any arbitrary
powers that might be abused. If thero
is an attempt to reorganize either
house it will be in the interests of
some person who has political ambi
tions. "I am not In favor of reopening any
of the subjects of contravention in the
regular session. If the local option
issue were reopened, for Instance, It
would come before the same arbitrators
that considered It in the regular ses
sion. "The local option law passed by the
Legislature Is a saloon bill. It was not
what the local optlonists wanted and It
was not what the liquor interests wanted,
but It represented what the liquor Inter
ests were willing to. concede In fear of
something far worse In the future.
"The record has been made up on the
local option Issue and it should stand and
the law be given a fair trial. At the
next election. It the people are not satis
fied with it. they should elect representa
tives In the Legislature at that time to
amend It or repeal It, as they deem beet.
May Attack Reform Laws.
"While I do not fully exoect it. T nhnnlrt
not be surprised If the liquor Interests
made some attempt to strike out some of
tn provisions of the criminal -code, such
as the one which prohibits obstructions of
the view of the Interior of the saloons,
but Just so sure as they do make this at
tempt they will drive more nails In their
own coffin. The great enemy of the liquor
trafflo Is the liquor traffic itself. Every
time it shows its hand In attempting to
control legislation or dictate politics it
does itself mora harm than the united
opposition of the temperance people can
accompus n.
"Thera is one matter I expect to pre
sent myself to the special' Legislature
wnion x Geneva is germane to the investi
gation and the general subject of oflioial
houae-cleenlne;. In the regular session I
introduced a. bill requiring the summon
ing of a grand Jury each year In every
county and as much oftaner as might be
oeemea aavisaoie Dy the Superior Court.
Thle bill was reported favorably, but 1
was advised by good legal authority that
puch a bill would be unconstitutional, as
the constitution specifically makes the
summoning or a grand Jury discretionary
with the Superior Court Judsre. I then
prepared a constitutional amendment and
secured a favorable report on that also.
but It was so late In the session that it
was crowded out by other legislation.

Amend Accounting AcL
"Another matter that Is germane to the
ubject of investigation is an .-.mendment
to the public accountancy act which will
permit the board of accountancy created
by the last Legislature to Investigate the
accounts and acts of county, city and
state officers during the period prior to
xne creation or the board. My recollec
tion Is that the powers of the board deal
only with current acts performed since
tne enactment of the new law.
"Of course, if there are any matters of
actual emergency that have arisen since
the adjournment of the Legislature but
not involved In the investigation they
also should he considered."
Senator Cotterill's views on the subject
of amending the local option law will
probably be taken as indicative of the
general opinion in the "dry" faction in
the f?nate. Senator Cotterill was one of
the "dry" leaders, and in his personal
views he is an ardent Prohibitionist. He
Is also a member of the international ex
ecutive board or the Good Templars, and
was recently appointed by President Taft
as a delegate to the 12th International
Oongrees on Alcoholism, whlcii convenes
1 London next month.

SCHOONER MANILA, Il'MUER LADEN.
SOUTH BEND, Wash., June 12 (Special.) The unusual sight of a
big vessel under full sail passing this place, 18 miles from the ocean,
on her way to Raymond, without tug or pilot, was presented to the
people of this city one day last week. The most remarkable part of
this feat Is the fact that neither the captain nor any of the crew had
ever visited this harbor before. The vessel was the four-masted schoon

take a cargo of 850,000 feet of lumber from the Raymond Lumber Com

Varicose Veins Ruin
The Lives of Thousands of Men
- Varicose Veins is the greatest
strength - sapping scourge that af
flicts men. Its influence reaches out
over the entire vital organism, rob
bing the nerves, the stomach, the
heart and brain of the nutrition
which nature sends to them.
The cause of Varicose Veins Is a
congestion of blood. The circulation
Is checked and almost stopped. The
blood vessels become twisted and
distended. The affected parts, thus
deprived of life blood, gradually
waste away and a general break
down in health often results.
The only way to cure Varicose
Veins is to remove the congestion of
blood. Drugs don't do that. They
never did and never will. The sur
geon's knife will do it, of course, but
that may leave you mutilated.
The best way is to help nfiture
cure. Electro-Vigor does that. It
sends a gentle but powerful current
of electric life into the affected
parts, decomposes the stagnant fluid
and cleanses the veins by promoting
a vigorous circulation of warm,
healthy blood, which carries- off all
impurities and restores them to their
natural healthy condition.
Electro-Vigor builds up strength.
It Increases vitality and power and
makes a man of you In every way.
No pain or weakness can exist where
there is plenty of electricity. You
can have no rheumatism, no lame
back or sciatica, no stomach, kidney
or liver troubles. If f-ou keep your
nerves filled with electric life.

battery, applied while you sleep. It
State Forestry Board Takes
Steps to Save Timber.
ASKS PUBLICCO-OPERATION
Importance of Lumber Industry to
State, and Terrible Annual Waste
From Flames Brought Out.
List of Rules for People.
Importance of the lumber Industry as
a resource to the state of-Oregon, and
its value aa an employer of labor, are
emphasized in circulars which have
been distributed by the Oregon State
Board of Forestry. Accompanying the
circulars are copies of the state law
enacted In 1907 for the protection of
the forests, for the creation of the
Forestry Board, and providing- fines for
the careless setting of timber fires.
The earnest co-operation of all citizens
is asked that the loss from these fires
may be minimized.
It is pointed out in the circulars that
Oregon has 350,000,000,000 feet of
standing timber, worth $475,000,000. If
manufactured and sold at present lum
ber prices, it would bring $5,000,000,000
into the state for labor and supplies.
Lumber sales in this state now aggre
gate $20,000,000 annually, of which
$14,000,000 Is received by employes who
'put it In local circulation. About
1.000.000.000 feet of this timber is de
stroyed by fire In this state annually,
which if manufactured would bring
$13,000,000. On every 1000 feet burned,
the stumpage-owner may lose $2, but
the community loses $8 in wages.
"Timber means pay checks, to sup
port all industries; but burned timber
pays no wages," continues the circu
lar. "Timber pays taxes In your coun
ty; If it burns up, your property has
to pay the difference. Help keep down
forest fires and, you will make more
money. So will your children. Care
with small fires is the best way to pre
vent big ones."
Officers of the State Board of For
estry, through Secretary E. P. Sheldon,
of this city, urge the people of the
state to observe the following simple
rules:
ron't toss away burning- matches or tobacco.
-Don't make a cajnpfire In leaves, rotten
wood or against logs, where It may spread or
you can't be sure It Is put out.
Alwaye clear all Inflammable matorl&l away
from around your fire.
Never leave a fire until It Is out.
-Don't burn your slashing In the closed sea
son without a permit from a Fire Warden.
Don't operate an engine without a spark ar
rester in the closed season.
Put out any fire you find If you can. If
you can't, notify a Fire "Warden or other pub
llo official, or the landowner. Remember that
any little fire may become a big one if let
alone.

and Permanently
You Can Pay When I Have Cured
Bear in mind for twenty-five years I have made a specialty of the half-doaen ailments
peculiar to men. I do not dope the stomach with powerful drugs, as do other special
ists; I have no electric belts or other trick-a-trap devices to sea you for a fat prices
or any other price; neither have I any nostrums or tonics to work off on you for so
much per: but I have developed a Direct Method Treatment that will CURB ANY
CASE of WEAKNESS In men. Instead of destroying the digestive and assimilative pro
cesses of the stomach and bowels by filling them up with drugs, 1 apply curative med
icines directly to the DISEASED REGION, and thus effect a CURE in a comparatively
short time.
In any diseased condition Nature needs help. The right kind of medicine applied TO THE CENTER OF DIS
EASE will assist Nature in overcoming inflammation and congestion, strengthen and REVITALIZE diseased tis
sues and soothe and heal, where barrels of drugs taken internally would merely impair the digestion, deplete the
blood, weaken the vital functions and produce general havoo throughout the system.
Don't put off seeking treatment. Delay is dangerous. Every moment you are hesitating- the disease la raining
greater headway and will be that much harder to cure. If you delay too long your condition will certalnlv
pass beyond the power of human skill. Remember that your ailment will not cure itself.

DOCTOR Don t go to the first one you see, simply because he happens to be a physician. Choose the phy
sician who makes a specialty of curing the kind of ailments from which YOU suffer. The ordinary medical
man really knows but little about curing the diseases peculiar to men. He merely has a general knowledge of
such diseases, because his practice is spread out over the whole range of diseases to which flesh is heir. He
therefore knows a little about all diseases and not a great deal about any. If you should go to him he ma-r
conscientiously try to cure you. but not knowing HOW, he would have to experiment upon you. In brief he
is a medical "Jack of all trades and master of none." Knowing these facts, would you want to trust your life
In his hands? If your watch were to break or get out of order, you wouldn't take It to a machinist to have
"repaired. No you would know better. You would take It to the very best WATCHMAKER you could find.
Then why should you not use the same kind of good, sound Judgment when you need a doctor? Your health la

WHAT "WEAKNESS" IS
Weakness In men Is due to a diseased condition of the Prostate Gland. The Prostate Gland Is a subsidiary
but nevertheless a very Important nerve center. Inflammation of this gland is therefore a serious matter When
its lrnportance .to the .male organism Is considered it need not be wondered at that when it is diseased the
result Is felt even In the most remote parts of the system. Inflammation of the Prostate Gland Interferes with the
whole vital process. It results in tremendous waste of nervous energy a waste that depletes every nerve center.
Impoverishes the blood and, unless checked, will sooner or later prostrate the entire system.
Why the Diseased Prostate Causes Weakness
The reason weakness results from the diseased prostate Is because of the waste of nervous energy.
In case of disease, nature attempts to correct the trouble and forces functional activity by sending to the In
fected region a greater quantity of nervous energy than is required in a healthy state. To supply this excessive
energy to the diseased section, nature draws upon the reserve store of energy in the brain. . If the reserve sup
ply happens to be already exhausted, as is often the case, then an equal quantity of nerve-energy must be taken
from the organs of the body brain, heart, stomach, liver, kidneys, bowels, etc This process Is kept up until the
sufferer is completely robbed by the disease of all vital energy, when nervous prostration ensues. Thus all the
organs of the body are made to suffer for the diaeaae of one.
A BANKRUPT NERVOUS CONDITION
The. case is parallel to that of a run on a hank. In the beginning the bank may be perfectly safe and ni
