If the property -owners and capitalists of our city had the pride they have tn Seattle, Portland, would be wonderfully benefited. Not only have thev fine streets tn their city, but they are kept clean. It is now being- remodeled from a hicti-grade apart-ment-housw to a family and tourist hotel. It is a class A buildina: and is absolutely modem in every respect. The fire risk is reduced to such a minimum that they STet an insurance rate of it cents. Seattle certainly hu many Tnafrnificent apartment-houses, and It is hoped that Portland will soon wake up in this and put up modem, concrete apartment bouses here. ' Manager Tom Richardson, of the Com mercial Cub. was a visitor in Sheridan, Or., on Friday last, where he participated in the organisation of a Commercial Club and the :;:auEuration of a campaign of advertising of Tatnliiil Cmmty. Mr. Richardson was much Impressed with the determination of the people of Phertdan to n akc known its resour'-cs and advan tspes. In jrivinp his impressions of his visit yesterday Mr. Richarcson said : "I was astonished, on my arrival at Sheridan, nt the enthusiasm manifested by the residents of that section, in the r.iJtttrr of advertising' its resources. A remarkable circumstance in connection with the rowiy rrjranrzed Commercial Club is the fact that the principal sub scribers i'- the advertising: fund are farmers. In lss than half an hour Tln was subscribed for the campaign of pub licity. "At the mass meeting' in the Sheridan Opera-House large delegations were present from McMinnvilie and Lafayette. Speeches were made by Mayor Macy, of MeMinr.viPe: President Wort man, of the Firs: National Bank, of the same place and M. O. Phillips t ses Board of 1'nder writersT Report lo SIkmv That Statements of Fire Marshal Were: Erroneous. In a statement issued yesterday by D. J. Phillips, electrician for the public schools. Fire Marshal Roberts is severely arraigned for alleged erroneous reports as to electrical apparatus, said by him to be installed in various school buildings of Portland. Mr. Phillips charges that Mr. Roberts is either incompetent or biased, and declares that Mr. Roberts has Incorrectly stated conditions in some instances. Although Fire Chief Campbell signed the report on condi tions In the schools, recently made to the executive board, Mr. Phillips says that he does not holdtheChiof to be unfair. Mr. Phillips evidently feels that Fire Marshal Roberts reports have been biased, or that they are compiled carelessly. thus showing; incompetency. That he will take up- the matter with the Board of Education at its next meeting tomorrow afternoon is intimated by Mr. Arittf. .n, "tww. W"! HAM 1 1 fuzsprArce: err: J Phillips. In the issue of The Oregon inn of March SS there appeared a report from the com mittee appointed by the Executive' Roard of the city, consisting of Chief Campbell and Fire Marshal Roberts, to Investigate the conditions of the public schools, re garding their fire protection. Being elec trician for the schools, I naturally felt In terested in the report, especially that of the olootrloal part. Right here I want to say that, although Chief Campbell signed the report, he is in no way responsible for this part of the inspection, having left It to his subordi nate Roberts and having implicit con fidence In Mr. Campbell's Integrity and fairness. I herewith relieve him from any blme whatever, and place th responsi bility wheie it rightfully belongs on Mr. Roberts. Want of sp:t'e will not permit mo to discuss t length his findings on the dif ferent Hchools reported on. but with the indulgence of Tho Oregonian and its readers. I would like to quote from his report regarding the Irvington school. This is practically h new building, and having been built since 1 entered the em ployment of the Board of Education. Knowing that all these main line switches and fuses, that Mr. Roberts mentions In his report as not being th?re were Installed by me on February 3. 1906, as shown by my book of record, and knowing also that It was improbable for them to have been stolen out of the building. I made a request to J. C. Stone, manager of the Board of Fire Under writers of the Pacific, for an inspection on the entire building at his earliest con venience. I may also state that this building was subject to another Inspection at the time of Its opening, by the ltisieotr for the Portland Railway. The report of the Bonn! of Fire Underwriters. Immediately after that of Fire Marshal Roberts, will convince any one that this gentleman, who Is posing as an electrical expert. Is either wholly incapable or recognizing, when he see's them, the various articles of equipment which go to make up an electrical Installation, or he is taking advantage of the Collingwood disaster, and making this gross misrepresentation for the purpose of Impressing on the peo ple who are not acquainted with the facts, the Infinitude of his own self-estimated Importance to the elly. Further on In his report he has made much to do about the dangers of the 500 volt direct current motor system, and has ordered its removal at once, and that the 220-volt Induction motor be substituted. fiayn Revort Was farefe. If he should claim It was an oversight, then I ask you. Is this man competent to make this inspection when he overlooks this great danger he speaks of? And if he should try to blame the stenographer, the fault Is'stlll his. for a man so great In knowl edge and infinite in wisdom as he is. al lowing this grave omission to leave his off lee.
