March 2L An anti-ciarette law has been passed by the town trustees of Palo Alto, prohibiting; the smoking of cigarettes by any person under 31 years of age, in any railway car or public vehicle, on any public street or square or in any public building;. The penalty is a minimum fine of 510 for the first offense and a minimum tine of 410 for an additional offense. The sale of .cigarettes or of cigarette papers is also forbidden, with a heavy fine stipu lated. While the agreement that existed between- the syndicate and the Premier Mining" Company has terminated, ad vices received by diamond dealers in Portland are to the effect that values placed by London, which sets prices and Axes values on the diamond product of the world, will not be dis arranged by 'the non-renewal of the agreement. The cablegram from Lon don on the subject reads: "Advices just given out by the Premier Mining Company and Dia mond Syndicate, which control the out put of the former, are that, even though the working agreement is not con tinued, prices will be maintained as heretofore." Portland diamond dealers say, through one of their number, that the rumors of a break in the price had little effect on their trade, and that they have continued right along to re plenish their stocks when - they ran low and have held up the price to values established last year. "About the customary business has been done." said the representative, "and we expect to continue on- the basis established.
