2L An anti-ciarette law has been
passed by the town trustees of Palo Alto,
prohibiting; the smoking of cigarettes by
any person under 31 years of age, in any
railway car or public vehicle, on any
public street or square or in any public
building;. The penalty is a minimum fine
of 510 for the first offense and a minimum
tine of 410 for an additional offense. The
sale of .cigarettes or of cigarette papers
is also forbidden, with a heavy fine stipu
lated. A campus cigar store was equal
to the occasion this morning, and posted
the sign "No cigarettes for minors buy
a pipe, kid."

AMERICAN millionaires who pur
chase gems, all down the line to
buyers of "chips," who have been post
poning their purchases of diamonds In
the hope that the reported termination
of the agreement between the bis
African diamond miners would result
in "cheap" sparklers, must abandon
the idea.
While the agreement that existed between-
the syndicate and the Premier
Mining" Company has terminated, ad
vices received by diamond dealers in
Portland are to the effect that values
placed by London, which sets prices
and Axes values on the diamond
product of the world, will not be dis
arranged by 'the non-renewal of the
agreement. The cablegram from Lon
don on the subject reads:
"Advices just given out by the
Premier Mining Company and Dia
mond Syndicate, which control the out
put of the former, are that, even though
the working agreement is not con
tinued, prices will be maintained as
heretofore."
Portland diamond dealers say,
through one of their number, that the
rumors of a break in the price had
little effect on their trade, and that
they have continued right along to re
plenish their stocks when - they ran
low and have held up the price to
values established last year.
"About the customary business has
been done." said the representative,
"and we expect to continue on- the
basis established. About the normal
amount of diamonds are being sold, so
that We think the rnmors of a break
in values has had little, if any, effect
on the local market."
Guests Leave Hotel in Time.
WATERBURT, Conn- March 21. Fire
broke out in the United States Hotel in
Grand street early today. The inmates
were aroused by two policemen just in
time to escape suffocation, but the patrol
men were almost overcome. Two firemen
were found unconscious In the rear of
the building as the result of inhaling gas.
Three gaa meters exploded In their faces.
One man is in a serious condition. -
