Capital ized at J1.000.000. the Economy Gas Com pany was incorporated yesterday by E. E. Lytle. D. G. Tomasinl and R. W. Col son. The new concern is backed by local capitalists and has for its object the laying of mains to engage in the sale of gas throughout Portland. At Monday's election an ordinance submitted for the purpose of ascertaining the people's voice concerning a franchise for this company will be included on the balloL The or dinance provides that 95 cents per 1K cubic feet will be the maximum price for gas. and that not less than J5O0O a year shall be spent for the maintenance of the plant. It also provides that 1 per cerit of the gross earnings shall be paid to . the city every year. The ordinance if approved will prevail for 25 years, at the end of which period the city will have an option on the purchase of the planL To Lot Buters. The long-talked-of all-East Side cars were put into oper ation yesterday, between Hawthorne ave nue and the Steel bridge. By means of these cars operated on Grand and Union avenues connection is made with all the East Side branch- lines. However, few people used the car yesterday, and It may be doubted whether people general ly knew what these cars were running for. They were put on at the request of the East Side Improvement Association, made several months ago. with the ex pectation that they would be an accom modation to the pupils attending the East Portland High School, and to do away with the long delay incident to a trip across the Willamette and return in passing from one end of the East Side to the other. It Is expected that this car will be patronized generally when people learn what it is for. Lecture on Japanese Problem. Dr. H. B. Johnson, of the National Immigra tion Congress, will lecture on "The Jap anese Problem," at the Y. M. C. A. to morrow nighL Dr. Johnson is thoroughly familiar with Japan, having resided there several years, and knowing the language. He is also well acquainted with conditions in Hawaii and on the Pacific CoasL At the close of the address the speaker will answer any pertinent question which may be asked.
