Declares Ho Drew Up the) Measure Only as a Courtesy to the East Side Push Clubs. City Auditor Devlin denies that he made any mistake in drawing up the charter amendment providing for a bond Issue of $450,000 with which to build the new Madison-street bridge. He says that he prepared the measure solely as a courtesy to the East Side Push Clubs which started the move ment for the new structure. Friday night at a meeting of the Ini tiative One Hundred, Frank J. Perkins made the statement that Mr. Devlin had promised him that the amendment would be so altered that it would allow a bridge to be built higher than the present structure. The amend ment provides that the approaches to the bridges shall conform to the estab lished grades on Hawthorne avenue and Madison street. "I do not like to criticize any one," said Mr. .Devlin yesterday afternoon, "but If there is any one to blame it la not myself. I have no Interest what ever in the amendment and drew It up as a matter of courtesy. I don't re member of ever having talked with Mr. Perkins regarding the bridge. Whe I drew up the amendment I en deavored to embody the ideas of the East Side organizations, and it could have been changed at any time before it went to the Council. "Last November the measure first came up and it contained the provision that the approaches to the bridges shall , conform to the established grades on the streets the bridge will connect Not a word was uttered against that provision so far as I know, although those interested had every opportunity to examine it and have changes made. That is why I am sur prised that any complaint or accusa tions should be made now. "I first drew up the measure as an ordinance. The Interested East Side Push Clubs were furnished copies of It. Later I drew it up as a charter . amendment and more copies were sent out of my office to those interested. Mr. MoNary went over the amendment for the last time and. although there were no material changes in the meas ure, we sent out still more copies. In all of the three different forms the provision In question was embodied. "Was there anything more that I could do? As 1 said before. 1 drew up the bill to accommodate others and it was placed 'n their hands. I had nothing to do with It except to prepare it. Complaint was made to me by rep resentatives of the O. W. P. that' the company was charged too much for the use of the bridge. I explained to them that I had merely drafted the bill and that It was within the province of the East Side clubs to make any changes deemed advisable. Members of the East Side Business Men's Club also said that perhaps the charges were ex orbitant, but no steps were ever taken to change them. I drew up the form of the bill and had expected that per haps it would be changed in different respects. "I am not an engineer, and do not know whether it is advisable either to raise or lower the bridge. When I prepared the bill I followed the word ing of the old Morrison-street bridge act as to the grade." Will Study American Politics. BERLIN, April . Dr. Theodore Barth, leader of one of the Radical parties In the German Reichstag and ex-editor of Die Nation, which recently discon tinued publication, has started for New York. After a short stop in New York and Washington he will go West and visit Canada. It Is Dr. Barth's Intention to study the most recent developments of American politics and social life, with BPeclal reference to the relations between the great capitallstls and politics. Cook, Retired Canneryman, Sends Flour to Starving Chinese. Four hundred sacks of flour, con signed to the American Consul at Shanghai, were shipped by steamer from Portland last night to San Fran cisco, where they will be forwarded by transport to their trans-Pacific des tination. This shipment Is the contri bution of James W. Cook, a retired capitalist, of this city, to the starving Chinese. Mr. Cook was for many years engaged In the salmon cannery busi ness at Clifton, where he accumulated a competency. "I wish you would quote me a price on 400 sacks of first-class flour," said Mr. Cook, walking into the commission house of Everding & Farrell yesterday. "You will also please include In your estimate the freight charges on the same to Shanghai, China."
