LEFT FOR THE FUTURE Ilarrlman Pacifies Stronger on Ru mor of Favorable Developments Likely to Occur at Interstate Commerce Investigation. NEW YORK, Jan. 12. There waa a con- tlnuanco today of the recovery in stocks from the weakness caused by the Pennsyl vania plan for new capital issues, which waa already In evidence before the market closed yesterday. Pennsylvania was not fully abreast of the front rank In the recovery In spite of Its severe decline yesterday. There was a calmer fee! In k, however. In re. Sard to the contemplated capital Issues by the Pennsylvania Railroad. The indefinite future for which, the issue Is left had something- to do with this feeling- Another con sideration was the large portion of the pro posed issue which will be required lor prac tical funding of capital expenditures already made. Included In the estimates of these. are $50,000,000 of notes maturing later In the year. $18,000,000 to cover new cars al ready ordered and probably $40,000,000 tor carrying on the terminal improvement work in New York. The principal strength today. however, recurred in previous speculative favorites, especially the Harrlman Pacifies, St. Paul, northwestern and 'Reading;. There, was a residue of uncovered shorts a. a consequent:, or the fall In prices that occurred yester day and tire necessities or these In a rislns; markef accentuated the recovery. There were unconfirmed rumors In connec tion with the strensrth or the Harrlman Pa cifies of. extended testimony to be offered the Interstate Commerce Commission by the principal witnesses to bs called, which miffht cause a more favorable impression on tb. public mind toward the corporations. The tank statement showed the expected gain In cash which practically all accrued to the advantage o the surplus, as the loan account was decreased, although by a small amount. The day's report at sub-Treasury operations also showed a sain by the bank of $2,7L'4,000. which did not figure In the bank - statement. Discounts rose again In London. There was some profit-taking In the late dealings, but the gains were well maintained. Total sales of bonds, par value, $994,000. Speculative confidence ha been Jarred by a number of events this week and sharp depression In the stock market has been the consequence. The culmination was reached in the unexpected announcement by the Pennsylvania Railroad officials of their Intention to offer $100,000,000 ot additional stock and $100,000,000 of additional bonds. Comlnx on top. of the husre Issues already authorized- by the Northwestern railroads. the effect was to cause fears ot an aggra vation of the Blut in the securities market and a continued scramble for available cap ital. A large proportion of the banks In the Clearln.-liouse Association were bolow the legal reserve requirement last week and calllna of loans was a consequence. This Induced a flura-y In the call-loan market and a 15 per cent rate on Tuesday. Kater in the week there was an caster tone In tho money market and some evidence of a grow 1ns; wUllnanees of leaders to place funds. The bonds market showed some alight re. vlyal oC demand, but nothing like the usual January Investment demand. United States 2s have advanced hi. per cent on call during the week. HITS THE WATER BOARD 0 Assertion xtiat Reduction ot Rent Conceals a Sinister Purpose. PORTLAND, Jan. 12. (To the Editor.) In last Sunday's Oregonian there ap peared a communication from 1 1 J . Wagnont on the extravagance and quea- tionabie ctrnduct or the "Water Board. Tho facts and relations sifted out by thin estimable and active citizen are astonlsb- iner and should be persistently paraded before the public's eyes. The conduct ot the City Council in Klv Ing away with eager, restless haste valu able tracts or the city's lands has brought about on one hand speculations as to their sanity and on trae other aa to their honesty. In reijtard to these, each must choose his explanation, hut no sane man can doubt the worthlessness of the Coun cil to the public good. Regarding tlie operations of tbe Water Board aa detailed in Mr, Wagnon's con tribution, the "peculiar method" Is lifted out of the mistn of conjecture into the clear lifrht of facts and flfrures. H Is statements are so clear that it must be apparent to all who read them that a bijr graft is practiced under our very noses. For Instance. "Claim ZCo. UCfiO for 9231, 9225 of which ia for repairing a wagon1 suggests that the firm to which this claim was paid put a new body. springs, Koar and three new wheels on an old wag-on. Why was this toill chariced to the meter account? Was there watered stock in the deal? What is the object of meters at the reservoir? Is it ros!i- ole that the Water Board is untnfr Port land's funds for the collection of data for statistics? Mr. -Wngnon states that $7" was paid for four meters and $3GK) for setting them. That is to say, $10,000 for -what he is "re liably informed are worthless." The?e meters have eipht-incb holes ai)d one of these Is attached to a 24-inch main which cost J3o0,000 to lay. Suppose now that about midway of Ha length this 24-lnch main was reduced to an eight-inch main and again Increased to a. 24-inch main? There is the absurdity and the evidence. Mr. Wagnon points out that Claim Xo. 2552 is for "wiring an old workshop and storehouse" and Is charged "to repairing mains." The cost of this wiring is $12S.:.5, and, as Mr. Wagnon adds. Is a pretty big hill for wlrlnpr an old shack like that. "Wh- did the Boand chn-rjee it to repairing mains? Mr. Wagnon shows lhat the con- templated reduction of 30 cents a month on the water rent of each house is only an effort to discourage any further In vestigation of the past conduct of the Water Board. The allowance to Meter man Bailey of 129S.75 for horse and waiton hire for the month of October (at the rate of S3585 per year) is certainly a heart rending jnke to those who pay the. taxes. It seems that the time has arrived when each citizen of Portland should Tii:ik. these question of Council and Water Board personal ones. We pay the taxes; we constitute and support this city, and h-i iirivlnir away our streets and lands and funds the Council and the Water Board are giving away what does not belong to them; (riving away what they have no riflht to Kive. without the ex press and -particular consent of the peo ple. And it would be well for the peo ple to got the faot clearly Impressed upon their minds that If a thief appropri ate, n ml presents our- clothes to a "pal." the clonics are ours notwithstanding The moral law warrants our seizure of our own.
