NEW YORK, Jan. 12. There waa a con-
tlnuanco today of the recovery in stocks
from the weakness caused by the Pennsyl
vania plan for new capital issues, which waa
already In evidence before the market closed
yesterday. Pennsylvania was not fully
abreast of the front rank In the recovery
In spite of Its severe decline yesterday.
There was a calmer fee! In k, however. In re.
Sard to the contemplated capital Issues by
the Pennsylvania Railroad. The indefinite
future for which, the issue Is left had something-
to do with this feeling- Another con
sideration was the large portion of the pro
posed issue which will be required lor prac
tical funding of capital expenditures already
made. Included In the estimates of these.
are $50,000,000 of notes maturing later In
the year. $18,000,000 to cover new cars al
ready ordered and probably $40,000,000 tor
carrying on the terminal improvement work
in New York.
The principal strength today. however,
recurred in previous speculative favorites,
especially the Harrlman Pacifies, St. Paul,
northwestern and 'Reading;. There, was a
residue of uncovered shorts a. a consequent:,
or the fall In prices that occurred yester

markef accentuated the recovery.
There were unconfirmed rumors In connec

CHICAGO. Jan. 12. The wheat marlcet
was dominated almost entirely by the
situation in the Northwest. Reports from
St. Paul were that railroad traffic In
certsln sections of Minnesota and
IVorth Dakota Is almost at a stand
still because of snow blockades and
the official forecast was for additional snow
tonlprht. followed by much colder weather.
These conditions seen, to favor still smaller
receipts of wheat at Minneapolis and Du
luth and caused a firmer feeling on the
local exchange. With a rood demand by
commission houses and local bulls, prices
steadily advanced and the closing Quotations
were at the highest point of the day. A
lively demand .for cash wheat at outslda
markets also strengthened prices. The mar
ket closed firm. Hay opened unchanged to
He lower at 7i 4f TOVic and sold to 76Hc,
where it closed c up. '
Trading in the corn pit was very quiet
anrr prices were steady. The close was
etenay. May openea uncnungeo -co V ' 7 J
hlfrher at 4242c to 43Tc. sold off to
43Hc and closed a shade lower at 45?ic.
Oats were In good demand all day and
the market closed considerably higher. 3rlay

the traceable movements of money during
the week, the statement of the New York
Associated Sanaa was quite favorable. The
cash gain was fully equal to expectations,
and It clearly reflected ihe return flow
of money from the Interior. The loans
were contracted by the moderate sum of
Sr8,S00, Instead of being expanded, as
was quite confidently looked for. The
contraction was probably due to the
liquidation of speculative accounts on the
Stock Exchange during; the week.

tionabie ctrnduct or the "Water Board.
Tho facts and relations sifted out by thin
estimable and active citizen are astonlsb-
iner and should be persistently paraded
before the public's eyes.
The conduct ot the City Council in Klv

able tracts or the city's lands has brought
about on one hand speculations as to
their sanity and on trae other aa to their
honesty. In reijtard to these, each must
choose his explanation, hut no sane man
can doubt the worthlessness of the Coun
cil to the public good.
Regarding tlie operations of tbe Water
Board aa detailed in Mr, Wagnon's con
tribution, the "peculiar method" Is lifted
out of the mistn of conjecture into the
clear lifrht of facts and flfrures. H Is
statements are so clear that it must be
apparent to all who read them that a

rate of S3585 per year) is certainly a heart
rending jnke to those who pay the. taxes.
It seems that the time has arrived when
