Aycock, of North Carolina, an answer to his letter presenting interrogatories touch ing the history and success of the Rail road Commission of North, Carolina. In reply Governor Aycock says: "I give you below my answers In the order in which the questions are asked: Q. How lone has the Railroad Commission jystem been in force in your state? A. Slnco April 1. 1891. Q. Has tho work of the commission accom plish Good results on the -whole? A. Yes. Q. Has it served to reduce rates? A. Yes. Q Has it served to, equalize rates? A. Yes. Q. Has it served to do away with discrimina tions and correct other abuses? A. Largely so. Q. Has it served to brine about a better iecllng and understanding between the people and tho railroads? A. Undoubtedly so. Q. Has its tendency been to divorce the rail roads from state politics? A. To a great ex tent. Q. Has the establishment of a railway com mission interfered in any way with the devel opment of your state? A. No. Q. About what proportion of Increase in mileage has there been In your state since the establishment of your railroad commission? A. About 20 per cent. , The Governor then odds: "The answers above are given direct, but I can add In a general way that. In my opinion, tho -Railway Commission of North Carolina has accomplished great good, and at the same time a better feel ing between the railroad companies and the people has been brought about. "A perusal of the report Issued by the commission does not show all the work ttiat Is done by It. Hundreds of com plaints, such, as overcharges, claims for lost freight, damage of goods, eta, pe tition for depots, sidings, etc, are upon complaint by letter to the commission acted upon .or adjusted almply by corre spondence. "- "The Railroad Commission Is open to the humblest citizen. His complaint, no matter how small, always has a careful consideration and a thorough Investiga tion. The fact that there is a tribunal to which the people can appeal from the railroads, and to which the railroads can appeal as against each other, often pre vents that wrong and injustice which makes an appeal necessary." Some of those in "Washington opposed to a Railroad Commission In this state have made the assertion that the estab lishment of a commission would interfere with the development of the state and would tend to check railroad-building. Governor McBrlde recently addressed the Governors of. several states which have regulative commissions, asking for Infor mation on the subject. One question asked was this: "Has the establishment of a Railway Commission Interfered in any way with the development of your state?" The answers to this question are as fol lows: North Carolina No. Missouri No. Illinois The establishment of the Rail road Commission of this state has not in any way Interfered with its development. Minnesota The establishment of this commission has not interfered in any way with the development of this state. Iowa I do not think it has. On the con trary, I believe it has facilitated the de velopment of the state. Kansas The establishment of the Rail road Commission has not Interfered with the development of the state; but, on the other -hand, I think, has assisted in the development of the state. Mississippi No. New Hampshire No; has helped. Georgia The establishment of a Rail road Commission has in no way interfered with or restricted tho development of the state. To the question, "About what propor tion of increase in mileage has there been in your state slnco the establishment of your Railroad Commission?'' the answers were as follows: North Carolina Twenty per cent. Missouri One hundred and thirty-three and one-third per cent, Illinois The mileage has increased from W49& miles to 12,603.26 miles. Minnesota The mileage has Increased from 1500 miles to 6934 miles. Iowa Tho mileage has increased from 4.075 1-3 miles to 9.336 1-G miles. Kansas I do not know. Mississippi In 18S5 the mileage In this state was 1878 miles; the mileage reported lor 1901 was 2S97 miles, showing a net In crease of over 1000 miles. New Hampshire A large per cent. RECREATION.
