Page 14 October 24, 2018 C LASSIFIED /B IDS REQUEST FOR PROPOSALS Portland Community College Request for Proposals (RFP) for Progressive Design Build “PDB” Services for Rock Creek Campus-Design and Construct Innovative Dealer Service Technology Building (DSTB) Proposals Due on November 16, 2018 by 2:00 PM, Pacific Time Notice is hereby given that Portland Community College (“PCC” or “College”) is requesting sealed Proposals from contractors with the knowledge and expertise to provide Progressive Design Build services. This Request for Proposal (RFP) will be used to evaluate and select qualified Progressive Design Builders for a Bond Construction Project at the PCC Rock Creek Campus in Portland Oregon. Brief Project Summary: The Dealer Service Technology Building (DSTB) expansion project is a highly collaborative design-build effort that will generate new industrial shop, classroom, and support spaces for the Dealer Service Technology (DST)’s specialized curriculum at PCC’s Rock Creek Campus. The vision for the project is to create a building footprint that can accommodate expansion as the program grows and as funding is sourced. This scope of work includes the design and building of exterior and interior spaces to accommodate thirty six (36) to forty eight (48) DST program students and is estimated at approximately 10,000 to 14,000 square feet. The primary technical components in the project will include and are not limited to: the design and construction of an economic, durable, and sustainable structure with appropriate site work components, building systems, equipment and utility, security & technology infrastructure. The design should address how the site and building layout can be developed and added onto in the future to become the home of a larger technology center. A mandatory pre-proposal meeting will be held November 2, 2018 starting at 10:00 AM. This will be held at the Rock Creek Campus, 17705 NW Springville Rd, Portland Oregon 97229, Building 2, Room 111. The attendance sign-in sheet must contain at least one representative’s signature, from each firm, to participate in the process thereafter and to be considered for award. Prime Contractor and Architect must attend the pre-proposal meeting. It is not required for the Prime Contractor and Architect to “sign in together” as one team entity, and it is at the discretion of the Progressive Design-Build firm, as to how they want to sign in as attendees at the mandatory Pre-Proposal meeting. All questions from prospective proposers relating to this RFP must be received at the issuing office by 10:00 AM, Pacific Time, on November 7, 2018. Sealed Proposals will be received at the issuing office, PCC Office of Planning and Capital Construction, Attn: James Lasseter – Capitol Park Suite 260, 9700 SW Capitol Highway, Portland, OR 97219. Deadline for submitting a proposal will be no later than November 16, 2018 at 2:00 PM. The office is open Monday to Friday from 8:00 AM to 4:00 PM. This contract is for a public works subject to payment of prevailing wages under ORS 279C.800 to .870. The Portland Community College Board of Directors reserves the right to reject any and all Proposals and to waive irregularities. The College may also reject any proposal not in compliance with the prescribed public procedures and requirements, and may reject for good cause, any and all, Proposals upon finding of the College that it is in the public interest to do so.
