Tuition Increase Draws Fire Students waged a protest Thurs- day as Portland Community College board members approved a tuition hike, raising the per-credit cost from $92 to $96 starting in 2016-17. A student who takes about 15-credit- hours per quarter will see her tuition rise from $1,380 to $1,440. Woman Found Dead at Park A woman found dead last Wednes- day in the Willamette River at Kelly Point Park in north Portland has been identified as 22-year-old Elyesicia Chevonna Payton. Police say they have charged her boyfriend, Nicho- las Ross Estrada, 22, wither murder.
