A new report shows that be tween 1985 and 2(X)0, total state spending oa corrections in Oregon grew by 600 percent, while total state spending on higher educa tion declined by 10 percent, and between 1980 and 2000, more Afri can American men entered Oregon prisons than enrolled in universi ties. The report, “Cellblocks or Class rooms? The Funding o f Higher Education and Corrections and Its Impact on African American Men,” is the latest in a series of reports by the Justice Policy Institute to show the fiscal impact of the nation’s overuse of prison as a solution to social problems. Between 1985 and 2000, the na tionwide increase in state spend- Education is the best crime prevention we can invest in. In the last year, a diverse group of states in all regions and with governors and legislatures of all parties, have enacted legislation to end m andatory m inim um sen tencing; reform the nation’s drug laws; reduce probation and pa role violations; and defund the construction o f planned prison expansion. A Clark County jury con victed John T. Tyler after about two hours of delibera tion. Tyler raped and sodomized three family members for sev eral years. The girls, now ages 13,12 and 9, all testified the abuse began when they were 4 or 5. At first, he kept them quiet with promises o f candy. But as they grew older, the 6- fe e t-2 , 2 8 0 -p o u n d T y le r f threatened them with vio lence. The girls said they didn’t come forward earlier because they were afraid of Tyler. Skakel wept as he testified for the first time on Thursday and insisted he was innocent in the death of Martha Moxley. “I would love to be able to say I did the crim e so that the M oxley fam ily could have peace,” he said, sob bing. “ But to do that would M ichael S k a k e l be a lie.” Skakel, 41, a nephew of Ethel Kennedy, was convicted in June of beating Moxley to death in their gated Greenwich neighborhood of Belle Haven when they were both 15. Her battered body was discov ered on Oct. 31, 1975, under a tree on her family ’ s estate, next door to the Skakels. She had been blud geoned with a golf club — later traced to a set owned by Skakel’s m other— and stabbed in the neck with the shaft of the club. Prosecutor Jonathan Benedict on Thursday called the murder “cold-bloodedly evil.” Under the sentencing guide lines in effect at the time o f the killing, Skakel could have receive a minimum sentence of 10 years to life in prison and a maximum o f 25 years to life. The speed limit in school zones, when the school zone lights are flashing or when children are present, is 20 m.p.h.
