rooms? The Funding o f Higher
Education and Corrections and Its
Impact on African American Men,”
is the latest in a series of reports by
the Justice Policy Institute to show
the fiscal impact of the nation’s
overuse of prison as a solution to
social problems.

tenced to 20 years to life in
prison Thursday for blud
geoning a teenage neighbor
to death with a golf club 27
years ago.
Skakel wept as he testified
for the first time on Thursday
and insisted he was innocent
in the death of Martha Moxley.
“I would love to be able
to say I did the crim e so that
the M oxley fam ily could
have peace,” he said, sob
bing. “ But to do that would

Skakel, 41, a nephew of Ethel
Kennedy, was convicted in June
of beating Moxley to death in their
gated Greenwich neighborhood of
Belle Haven when they were both
15.
Her battered body was discov
ered on Oct. 31, 1975, under a tree
on her family ’ s estate, next door to
the Skakels. She had been blud
geoned with a golf club — later
traced to a set owned by Skakel’s
m other— and stabbed in the neck
with the shaft of the club.
Prosecutor Jonathan Benedict
on Thursday called the murder
“cold-bloodedly evil.”
Under the sentencing guide
lines in effect at the time o f the
killing, Skakel could have receive a
minimum sentence of 10 years to
life in prison and a maximum o f 25
years to life.

in the City of Vancouver.
The speed limit in school zones,
when the school zone lights are
flashing or when children are
present, is 20 m.p.h. The average
school zone speeding violation is
$ 157, add $86 to that for each person
not wearing a seatbelt or each child
not secured in a child car seat or
booster seat. Parents who are trans
porting young children to and from
school should be aware that chil
dren need to be in a belt positioning
booster if they are between 4-6 years
old, 40-60 pounds or until the ve
hicle seatbelt fits them properly.
