Performance of services shall occur in April or May 2002. The City of Ridgefield is administering a CDBG Block grant designed to enhance opportunities for business development in the older commercial center of the city. The City shall retain a consultant for the purpose of providing (1) individualized busi ness assessm ent to qualifying business in the downtown and (2) a generalized assessment of the future market niche for the commercial core. Interested consulting firms or individuals shall prepare a state ment of qualifications that contains the following information: a statem ent describing the resources, capacity and past per formances o f the firm making the bid; evidence of prior experi ence in providing individualized business consulting; evidence of prior experience in providing merchant assessments in small downtown commercial districts; references for similar projects; pricing information; and assurances regarding the ability to complete the consulting services no later than May 31, 2002. The City Manager shall select one or more firms for interview based upon the response to the SOQ.
