Discrimi nation in public accommodation im pairs a person’s right to move about freely in society and to be recog nized thereby as a part o f his or her community.” The bureau receives an average o f 2,200 complaints of discrimination per year. Only 2 per cent o f these are public accommo dation complaints; the others are com plaints o f discrim ination in employment.
