Pacific Time, On Thursday, March 5, 1998. Bids submitted prior to opening are to be delivered to the City Recorder, P.O. Box 143, 647 1st Avenue, Riddle, Oregon 97469. 1.01 Notice To Bidders Project components and estimated major quantities are as follows. Sealed bids will be received by Michael R. Mlynarczyk, Purchasing^ Agent of Multnomah Education Service District, at the District office, 11611 NE Ainsworth Circle, Portland, Oregon 97220, until 4:00 p.m. local time, February 25,1998, for the general construction of the New Alpha High School. The bids will then be publicly opened and read aloud. Bids received after the time fixed for receiving bids will be returned, unopened. Schedule “A" - Water Treatment Plant 1.02 Bid opening will be conducted in the Council Chambers and publicly opened and read aloud. The project consists of constructing a new 1.0 MG water treatment plant and between 3,350 feet and 10,120 feet of distribution piping depending on available funds. Bidding Documents This project component consists of replacing 2 vertical turbine pumps and existing electrical with new in the raw water pump station, and constructing a new water treatment plant. The plant will include a 90' long x 18’ wide x 12.5’ tall concrete flocculation/sedimentation basin, (2) 12’ x 12' x 12.5 tall concrete filter tanks, a 67’ x 46’ framed plant building with a 90,000 gallon concrete clearwell below a portion of it, a 7 2’ long x 37’ wide x 9’ tall concrete backwash pond, site piping and inside mechanical piping. Inside mechanical equipment consists of several vertical turbine pumps, 2 small submersible pumps, filtration equipment, chemical feed equipment, flow metering, etc. Briefly, the work for this project shall be executed under a single general construction contract including General, Civil, Mechanical, Electrical w orkforthe New Alpha High School, Multnomah Education Service District. No bid will be considered unless fully completed in the manner provided in the “Instructions to 3idders” upon the bid form provided by the Engineer and accompanied by a bid bond executed n favor of the City Riddle in an amount not less than ten percent (10%) of the total amount of the □id. Bid bond is to be forfeited as a fixed and liquidated damage should the bidder neglect or refuse to enter into a contract and provide suitable bond for the faithful performance of the work in the event the contract is awarded them. Funds for the improvements are available, and monthly payments will be made by check. The successful Bidder must be registered, or shall become registered, with the Construction Contractor’s Board as required by ORS 671.530. Bidder is not required to be licensed under ORS 468A.720. The Contract awarded for this project will be financed with a grant and loan from the Rural Development (formerly FmHA) branch of the United States Department of Agriculture. Prior to any Contract Award, compliance with all USDA/Rural Development requirements will be verified. Similarly, all project payments, change orders, and associated paperwork will be subject to USDA/Rural Development review and approval prior to becoming effective. Bidders will be required to comply with the provisions of the President’s Executive Order No. 11246 concerning Equal Employment Opportunity (EEO), including all issued amendments thereunder The requirements for Bidders and Contractors under this Order are detailed in the Contract Documents. The City of Riddle may reject any bid not in compliance with all prescribed public bidding procedures and requirements, and may reject for good cause any and all bids upon the finding of the City Riddle that it is in the public interest to do so. No Bidder may withdraw or modify their bid after the hour set for the opening and thereafter until the lapse of ninety (90) days from the bid opening. No bid for construction contract shall be received or considered by the public contracting agency unless the bidder is registered with the Construction Contractors Board as required by ORS 701.035 through 701.055; and includes in the bid statements that the bidder will comply with the provisions of ORS 279.035 or 40 USC 276a as applicable.
