Paul Gene Clun ie and Jesse Wade Salsedo were both charged w ith Pos session o f a Controlled Substance, and Distribution o f a Controlled Substance, and lodged in the Jus- ticeCentei Jail with bail set at $70.000 each. An arrest warrant is on tile charg ing Howard with Murder and Felony Possession o f a Firearm. The charge stems from an incident which oc curred on Saturday .August 2 3 ,1997. Investigators believe Howard was attending a party at a residence in the 7400 block o f North Fenwick Av enue, when he shot and killed 21- year-old Kevin Jerome Powell. Bryant Wayne Howard «described asa22-year-oldblack male, with adate of birth January 1,1975. Howard is5’8 tall, weighing 160 pounds with brown eyes. Although he has a shaved head, Howard may be attempting todisguise his appearance by wearing a wig. Howard has a long history o f gang involvement, and has numerous tat toos including the letters "BK" under his left eye, “CK” under his right eye, and his street name “Stitches” on the right side of his neck. The Portland Police Bureau, in cooperation with Crime Stoppers, is asking for your help in locating and apprehending Brian Scott Richart. A felony arrest warrant is on file in Multnomah County,charging Richart with Unlawful Possession o f a Fire arm. An additional warrant has been issued for Failure to Appear on a Contempt charge Investigators also wish to speak with Richart regarding a series o f burglaries in Southeast Portland. Detectives and North east Precinct Uniform Officers, along with Officers from the Gang Enforce ment Team, located and arrested 20- year-old Troy Latrell Ramsey in con nection with the October 5, 1997, shooting death of 7 1 -y ear-old Phillip Robinson at an after house gambling location Robinson was shot when he apparently interrupted a robbery. Troy Latrell Ramsey, who was taken into custody without incident, was lodged without bail in the Justice Center Jai I on charges o f Aggravated Murder, Murder, and First Degree Robbery.
