to the Portland Police Bureau’s De­
tective Division where he was inter­
viewed and charge with; four counts
o f First Degree Arson, one count of
Possession of a Destructive Device,
and one co u ntof First Degree Crimi­
nal M ischief Ball was lodged in the
Justice Center Jail with bail set at

listed as their residence.

Detectives in cooperation with Crime
Stoppers, are asking for your help in
locating and apprehending Bryant
Wayne Howard.
An arrest warrant is on tile charg­
ing Howard with Murder and Felony
Possession o f a Firearm. The charge
stems from an incident which oc­
curred on Saturday .August 2 3 ,1997.
Investigators believe Howard was
attending a party at a residence in the
7400 block o f North Fenwick Av­
enue, when he shot and killed 21-
year-old Kevin Jerome Powell.
Bryant Wayne Howard «described
asa22-year-oldblack male, with adate
of birth January 1,1975. Howard is5’8
tall, weighing 160 pounds with brown
eyes. Although he has a shaved head,
Howard may be attempting todisguise
his appearance by wearing a wig.
Howard has a long history o f gang
involvement, and has numerous tat­
toos including the letters "BK" under
his left eye, “CK” under his right eye,
and his street name “Stitches” on the
right side of his neck.
The Portland Police Bureau, in
cooperation with Crime Stoppers, is
asking for your help in locating and
apprehending Brian Scott Richart.
A felony arrest warrant is on file in
Multnomah County,charging Richart
with Unlawful Possession o f a Fire­
arm. An additional warrant has been
issued for Failure to Appear on a
Contempt charge Investigators also
wish to speak with Richart regarding
a series o f burglaries in Southeast
Portland.

Drug Warrant
On Saturday, October 18,1997, at
approximately 7:25 in the morning,
officers from the Portland Police
Bureau’s Drug and Vice Division
served a warrant at 3802 SW
Ericwood Lane. Taken into custody
were22-year-old Paul Gene C'lunie
and 2 1-y ear-o ld Je sse W ade
Salsedo.
Seized at the location was ap­
proximately $87.000 in cash, 20
pounds of mari juana, and three ve­
hicles, plus numerous stolen prop­
erty items and guns.

Update: Arrest In Homicide
3741 NE Martin Luther King Jr. Boulevard
On Friday , October 17, 1997, at
approximately 1:00 in the afternoon,
in the area o f NE 9th Avenue and NE
Jarrett Street. Detectives and North­
east Precinct Uniform Officers, along
with Officers from the Gang Enforce­
ment Team, located and arrested 20-
year-old Troy Latrell Ramsey in con­
nection with the October 5, 1997,
shooting death of 7 1 -y ear-old Phillip
Robinson at an after house gambling
location Robinson was shot when
he apparently interrupted a robbery.
Troy Latrell Ramsey, who was
taken into custody without incident,
was lodged without bail in the Justice
Center Jai I on charges o f Aggravated
Murder, Murder, and First Degree
Robbery.
Investigation is continuing.

rector.
In an effo rt to give o th e r quali-
fied d e v e lo p e rs an op p o rtu n ity
to openly co m p ete for such a sig ­
nificant project, the DRA will ask
the V an co u v er C ity C ouncil on
O ct. 20 to re le a se a R equest for
P ro p o sa ls (R F P ) for alte rn a tiv e
d e v e lo p m e n t p la n s. The DRA
board has d eterm in ed that a co m ­
p e titiv e pro cess is necessary to
p roceed w ith such an im portant
p ro ject and H otel D evelopm ent
G roup has been invited to fo r­
m ally subm it its p ro p o sal. T here
are no e x istin g co m m itm e n ts or

this p ro je c t pro p o sal.
Burdick notes that proposals,
which are due Nov. 26, m ust show
revenue projections that w ill be suf­
ficient to support public debt ser­
vice and operating costs. The rev­
enue projections may include some
new hotel/m otel tax revenues and
revenues from the Urban Stabiliza­
tion Act if that act is passed in the
1998 state legislature. Revenue pro­
jections and cost estim ates are not
available Proposals must include:

o f either three-or-four-star quality.

ing events, exhibits and entertain­
