Employee Commute Options Technical Assistance The Oregon Department of Environmental Quality (DEQ), Northwest Region office, Air Quality section is requesting proposals for innovative projects or programs that provide technical assistance for employers that must com ply with the Employee Commute Option rules. U nderthe ECO program, employers in the Portland area with more than 50 employees reporting to a single work site must provide alternative com mute options to employees which have the potential to reduce the number of employee cars driven to the work site by approximately ten percent within three years. Transportation Management Associations (TMA), local juris dictions, non-profits, consultants or consulting firms and private businesses can apply to this Request for Proposals (RFP). However, these funds are not intended for employers to use for their own compliance with the ECO rules. This RFP is supported by federal funds which do not allow for the funds to directly benefit one private business or individual. A project or program must benefit more than one employer located in the Portland Air Quality Maintenance Area (AQMA). The AQMA contains most of M ultnom ah, W ashington and Clackamas counties. The types of projects that will meet the intent of the Conges tion Mitigation an d A ir Quality Im provem ent (CMAQ) funds and the ECO program include, but are not limited to the following: parking management; em ployer-sponsored pro grams to permit flexible work schedules; bicycle and pedes trian facilities fringe and transportation corridor parking facili ties serving multiple-occupancy vehicle; telecommuting; trans portation demand management; ECO outreach activities; rideshare; joint public and private initiatives that reduce transportation related air pollutants; establishing/contracting with transportation management association; multiple em ployer based transportation management plans, including incentives; experimental innovative financing of ECO alter native commute options.
