Succor Creek Bridge Section of Desert Glenn Road in Malheur County. This

Construction.

Buchanan Ave. - Circle Blvd., Multi-Use Path Section in Corvallis. 9% DBE goal.
DBE subject to Commercially Useful Function (CUF) requirements. Grading,
Paving, Signing, and Illumination. This project is to be constructed underthe 1991
Standard Specifications for Highway Construction.
Employee Commute Options
Technical Assistance
The Oregon Department of Environmental Quality (DEQ),
Northwest Region office, Air Quality section is requesting
proposals for innovative projects or programs that provide
technical assistance for employers that must com ply with the
Employee Commute Option rules. U nderthe ECO program,
employers in the Portland area with more than 50 employees
reporting to a single work site must provide alternative com­
mute options to employees which have the potential to reduce
the number of employee cars driven to the work site by
approximately ten percent within three years.
Transportation Management Associations (TMA), local juris­
dictions, non-profits, consultants or consulting firms and
private businesses can apply to this Request for Proposals
(RFP). However, these funds are not intended for employers
to use for their own compliance with the ECO rules. This RFP
is supported by federal funds which do not allow for the funds
to directly benefit one private business or individual. A project
or program must benefit more than one employer located in
the Portland Air Quality Maintenance Area (AQMA). The
AQMA contains most of M ultnom ah, W ashington and
Clackamas counties.
The types of projects that will meet the intent of the Conges­
tion Mitigation an d A ir Quality Im provem ent (CMAQ)
funds and the ECO program include, but are not limited to the
following: parking management; em ployer-sponsored pro­
grams to permit flexible work schedules; bicycle and pedes­
trian facilities fringe and transportation corridor parking facili­
ties serving multiple-occupancy vehicle; telecommuting; trans­
portation demand management; ECO outreach activities;
rideshare; joint public and private initiatives that reduce
transportation related air pollutants; establishing/contracting
with transportation management association; multiple em­
ployer based transportation management plans, including
incentives; experimental innovative financing of ECO alter­
native commute options.
Clackamas M.P. 0.5 - S. Freeman Road (Slide Repair) Section of Cascade Highway south
between M.P 0.5 and Freeman Road in Clackamas County. 4% DBE goal. DBE
subject to Commercially Useful Function (CUF) requirements. Earthwork &
Drainage. This project is to be constructed under the 1996 Standard Specifica
tions for Highway Construction.
The estimated maximum amount available is $353,000. One
successful applicant may be awarded the entire amount or a
partial amount or several successful applicants may be
awarded varying dollar amounts depending on project costs.
The Disadvantaged Business Enterprise (DBE) partici­
pating g oal is 11%.
Clackamas Traffic Loop repair, unit 7 Section in the Portland Metropolitan Area. 10% DBE
Multnomah goal. DBE subject to Commercially Useful Functions (CUF) requirements. Traffic
Washington signals. This project was previously advertised for the May 22,1997, bid
opening. There will be no charge forbidding documents for this project. This
project is to be constructed under the 1996 Standard Specifications for Highway
Construction.

South Fork Malheur River Bridge & Silver Creek Bridge Sections of Crane
Venator Road and Silver Creek Road. The South Fork Malheur River Bridge
project is approx. 50 miles southeast of Burns. The Silver Creek Bridge project is
approx. 26 miles west of Burns. 6% DBE goal. DBE subject to Commercially
Useful Function (CUF) requirements. Work to be performed by the contractor’s
own organization will not be less than 40% of the awarded contract amount for this
project. 1) Earthwork & Drainage, or 2) Reinforced Concrete & Structural Steel
Bridges & Grade Separation Structures. This project is to be constructed under
the 1996 Standard Specifications for Highway Construction.
Meadow Lake Road (Slide Repair) Section of Meadow Lake Road beginning
approx. 6 miles west of Carlton in Yamhill County. 7% DBE goal. DBE subject to
Commercially Useful Function (CUF) requirements. Earthwork & Drainage. This
project is to be constructed under the 1996 Standard Specifications for Highway
Construction.
