Agency must be legal, private non-profit entity (IRS Tax Exempt 501 .c.3 or 501 .c.4 organizations), registered to do business in the State of Oregon. B. Agency must meet state and county insurance requirements. C. Agency must be able to successfully pass an administrative qualifications process and to fulfill terms and conditions of a contract or grant. D. Agency must be currently providing night and weekend access to social services in Multnomah County, and be known as an emergency access provider. E. Agency must have or be able to implement a computerized client tracking system to be used in the client eligibility determination process. F. Agency must have or be able to obtain adequately trained staff, including volunteers, to perform the clearinghouse functions. G. Agency must be able to develop, manage, and monitor a sound program budget which separates Community Action expenses from other funding source costs. The respondent must be the agency that would receive a contract and perform the services. Housing and Community Services Division does not allow subcontracting except under special circumstances. Reciprocal Preference Law: In compliance with ORS 279.029, bidders must state on their proposal whether they are a resident or nonresident bidder. The City of Salem reserves the right to reject any or all bids, to waive formalities and of postponing the award of the contract for thirty (30) days. Prices quoted shall be firm for a period of 30 days after closing date. Violation of such provisions shall be grounds for immediate termination of this contract without recourse by the contract.
