Invitation to Bid
Sealed bids marked "Main Street and Pacific Avenue improve­
ments for the City of North Plains” will be received by Karen-Lee
Stolte, City of North Plains, PO Box 537, 440 Commercial Ave­
nue, North Plains, Oregon 97133, until 3:00pm on the 28th day
of February, 1992 at which time the sealed bids will be opened
and publicly read. Bids received after the time specified shall be
returned unopened.
The work consists of Main Street and Pacific Avenue improve­
ments including: water system, drainage, asphalt pavement re­
construction, and asphalt overlay. Bid documents may be
examined at the North Plains City Hall (9:00 am to Noon and 1:00
to 4:00 pm) and at the following locations: Constuction Data and
News, Northeast Business Center, Daily Journal of Commerce,
all in Portland, Oregon; Salem Contractor Exchange Salem,
Oregon; SW Washington Contractor's Association, Vancouver,
W ashington; Westlake Consultants (Consulting Engineers) at
7340 SW Hunziker, Suite 204, Tigard, Or. 97223 (684-0652).
Copies of the Plans and Standard Construction Specifications
may be obtained from the City of North Plains offices for a one­
time cost of thirty dollars ($30.00) per set.
This project is financed through the Community Development
Block Grant Program with funds obtained from the U. S. Depart­
ment of Housing and Urban Development. The contract will be
subject to regulations of the Departments of Labor and Housing
and Urban Development. Attention is called to the Federal Pro­
visions for Equal Employment Opportunity, HUD Section 3 re­
quirements, and the minimum wages as set forth in the contract
documents.
The contractor must be prequalified by the Oregon Department
of Transportation and registered with the Oregon Construction
Contractors Board persuant to ORS 701.035-80 prior to bid
opening. Your bid will be rejected unless prior to bid opening, you
have a current, valid registration issued by the Construction
Contractor Board. Bidders MUST complete the bid and bid bond
forms prepared by the City. Otherwise the bid will be rejected as
nonresponsive.
The bid must conform in all material aspects with the bid instruc­
tions and applicable laws. All proposals shall be submitted on tbe
prescribed form and in the manner as indicated in the information
for Bidders and said proposal shall be accompanied by a certified
or cashiers check or bid bond in the amount to the ten percent
(10%) of the total amount to the proposal. The bid bond shall be
issued by a surety authorized and licensed to issue such bonds
in the State of Oregon. The successful Bidder will be required to
furnish a Performance and Payment Bond for faithful perform­
ance of the Contract in the full amount of the Contract price.
Each bid must contain a residency statement as defined in ORS
279.029. By signing the Bid Form, the bidder promises to comply
with the provision of ORS 279.350 or 40 U. S. C. 276a (Workmen
on Public Works to be Paid Not Less Than Prevailing Rate Of
Wage).
The City may reject any bid not in compliance with all prescribed
public bidding procedures and requirements, and may reject for
good cause any or all bids upon a finding of the City if it is in the
public interest to do so. The City reserves the right to waive any
irregularities of informalities.

for New School Construction
DEADLINE: February 21, 1992
The Oregon Department of Energy is seeking proposals from
qualified independent contractors to assist in establishing energy
efficiency guidelines for new school construction. The Depart­
ment requires an experienced professional engineer as project
leader. The contractor’s team will provide DOE2.1 computer
energy modeling and cost analysis of energy efficiency m eas­
ures. This project is funded by Bonneville Power Administration

Sealed proposals will be received by the City Engineer, at the
City Hall, 1333 N.W. Eastman Parkway, Gresham, Oregon
97030, until Monday, February 10, 1992 at 11:00 a.m., Pacific
Standard Time, at which time they will be opened, for the
construction of the N.E. 197th SANITARY SEWER NO . 3065.
The major quantities involved are as follows:

Contractor for this work shall furnish all labor at current State of
Oregon prevailing wage rates, materials and equipment and

Disadvantaged Business Enterprise (DBE) Program:
Plans and specifications may be examined at the office of the
Gresham City Engineer, 1333 N.W. Eastman Parkway, Gresham,
Oregon. Copies of said plans and specifications may be ob­
tained upon application to the City Engineer and by posting a
non-refundable fee of $25.00 with the City Engineer for each set
of plans and specifications requested.
Bidders are required to show that small subcontractor, suppliers,
or m anufacturers which have been certified by the Oregon
Executive Department as disadvantaged, minority, or women
business enterprises (collectively “ Disadvantaged Business En­
terprises” or “ DBEs” ) will participate in not less than 11 percent
of the total dollar amount bid.
Contractors must prequalify for sanitary sewer construction with
the City of Gresham, as required by the laws of the State of Ore­
gon, before the date of a bid opening. Otherwise, their proposal
may not be given consideration.
Description of Work:
All proposals must be submitted on the regular forms furnished
by the City of Gresham, addressed and mailed or delivered to the
Engineering Division, City of Gresham, in a sealed envelope
plainly marked, "SEALED BID ON N.E. 197TH SANITARY
SEWER, PROJECT NO. 3065" bearing the name and address
of the bidder. Each must be accompanied by a certified check,
cashier's check, or bid bond in an amount not less than ten
percent (10%) of the total bid. A performance and payment
corporate surety bond in the full amount of the contract shall be
required to guarantee faithful performance of the terms of the
contract at the time of contract execution.
Each bid must contain a statement as to whether the bidder is a
resident bidder, as defined in ORS 279.029.
In determining the lowest responsible bidder, the public contract­
ing agency shall, for the purpose of awarding the contract, add
a percent increase on the bid of a nonresident bidder equal to the
percent, if any, of the preference given to that bidder in the state
in which the bidder resides.
Each bid must contain a statement by the bidder that the
provisions of ORS 279.350 will be complied with.
Each bidder must file with his bid an affidavit of non-collusion.
The City of Gresham reserves the right to reject any and/or all
bids, waive informalities or to accept any bid which appears to
serve the best interests of the City.

Sealed bids will be received at the office of Northeast Com m u­
nity Development Corporation (the Agency), 4114 North Van­
couver Avenue, Portland, Oregon, 97217, until 2:00 p.m. on
Thursday, February 20, 1992 for: CONSTRUCTION OF A
SING LE-FAM ILYHOUSEONONEPARCELIN NORTHEAST
PORTLAND. Bids will be opened privately.
The work consists of construction of a single-family, detached
house located at 4239 North Borthwick Avenue. This work is the
latest project to be released for bids in the continuing NECDC
Nehemiah Housing Opportunity Program which will construct or
renovate a total of 250 homes over a three-year period.
Two (2) sets of Bidding Documents may be obtained from the
Agency at the above address for a refundable fee of $31.00.
Pulverize approximately 3,895 feet of asphalt concrete runway,
grade and compact pulverized material as base course, asphalt
concrete paving, grading, seeding, pavem ent marking, storm
sewer, and airfield lighting.
A prebid conference will be held at 10am on Tuesday, February
4, 1992, at the Portland-Hillsboro Airport maintenance office to
discuss all phases of the work. The mainteneance office is lo­
cated directly across from the fairgrounds on Cornell Road.

Bids must be on the bid form which will be provided to prospective
bidders and must be accompanied by a certified or cashier’s
check drawn on a United States bank or a bid bond payable to

Earthwork and Drainage - Grading, Excavating; or
Asphalt Concrete Paving - Highways, Roads, Streets, and Air­

This is a federal aid contract, and all labor shall be paid no less
than the minimum wage rates established by the U. S. Secretary

Supplementary Conditions apply to this work. The proposed
Contract is under the subject of Executive Order 11246 on
Nondiscrimination Under Federal Contracts, September 24,1965,
and as amended; and 49 CFR Part 23, on Participation By Dis­
advantaged Business Enterprises in United States Department
of Transportation Programs, March 31,198 0, and as amended.
