STATE OF OREGON DEPT. OF GENERAL SERVICES Purchasing Division INVITATION FOR BIDS Sealed bids for the Roof Repairs at seven properties' will be accepted by the Housing Authority of Port land, 8910 N. Woolsey Avenue, Portland, Oregon 97203 until 2:00 p.m., PDT, Thursday, July 23, 1987. Following a short interval, bids will be opened public ly and read aloud. Bidders may be present during the bid opening. Briefly, the work consists of reroofing at seven pro jects of the Housing Authority. Roofing systems shail include composition shingle overlay, membrane repairs and cap-sheet roofing. Prospective bidders may obtain one set of bidding documents at the Housing Authority, 8910 N. Wool sey Avenue between 8:00 a.m. and 4:00 p.m., Mon day through Friday, upon deposit of $20 which is refundable if documents are returned to HAP in good condition within ten days after bid open ing date. Additional sets of documents may be ac quired at $10 each which is not refundable. Only business firms outside the Portland Metropolitan Area may order documents by calling 283-4602 and make arrangements for deposit by mail. Each bidder is responsible for inspecting prospective job sites. Direct questions to Loren Tarbell at 283- 4602. Answers to questidns that are not identified in the Specifications will be answered by addenda and provided to all plan holders of records. A minimum of 20% MBE participation in the exe cution of these projects is a HAP requirement, and the methods the bidder proposes in complying with this requirement is subject to HAP review and appro val prior to initiating the contract. No bid will be considered unless accompanied by Bid Security in the form of a certified check, cashier's check or surety bond payable to the Housing Autho rity of Portland in an amount equal to 10% of the bid to be forfeited as fixed and liquidated damages should the bidder neglect or refuse to enter into a contract or provide suitable bond for the faithful per formance of the work in the event the contract is awarded. No bidder may withdraw bid after the hour set for the opening thereof until after the lapse of 60 days from the bid opening. The Housing Authority of Portland may reject any bid not in compliance with all prescribed bidding procedures and requirements and may reject any or all bids, and waive all informalities if in the judgement of HAP it is in the public interest to do so. CITY OR PORTLAND DEVELOPMENT COMMISSION REQUEST FOR PROPOSALS CONVENTION CENTER AREA DEVELOPMENT STRATEGY The Portland Development Commission (PDC) is soliciting proposals from qualified consultants to provide services in the fields of land use planning, urban design, market research and transportation analysis related to the preparation of an Area Deve lopment Strategy for the new Oregon Convention Center area. For this project, consultants will be selected on an individual basis, rather than as part of a complete project team. The product of the study will be a development stra tegy for the area which will serve as the guiding document for future growth and development re lated to the new convention center. It will also esta blish the framework for urban design guidelines for the area. The Portland Development Commission encourages participation of Minority/Women Business Enter prise contractors in its projects. The established Commission goals for participation is nine percent (9%) for Minority Business Enterprises and nine per cent (9%) for Women Business Enterprises.
