D C . August 1/ 21.198b The White House Confeience on Small Businesses held an open forum in May, here m Portland to discuss problems facing small bust nesses in Oregon Among the topics discussed a, the Conference were liability insurance, payroll costs, taxation, finance and capital formation, procurement and inno vation, entreprenunal training and education. The problem o, finance emerged as the number one issue o, the 14 Oregon delegate members who will attend the National Con ference in Washington. John H. Brown, President o, Brofam Enterprises, who was a delegate candidate during the Port land conference, said finance is the number one concern facing small businesses "The federal govern men, should ac, to reduce front end costs and excessive regulation o, the interstate security financing by small business through the adoption of uniform standards applicable to all states Presently, there is no uniform standards for interstate se cunty financing for small business " The Oregon delegates recom mended that capital formation by small businesses should be encour aged through tax incentives such as a lower capital gains rate, graduated tax rates for business profits up to $150,000, and by retention o, cur rent pension rules for I R A s, Keoghs, corporate plans and 401IKIs The delegates also recommended changes in taxation itayrnH costs regulation and peperwoit promo (ion o, small business udication training, and the esiablishmen, ot a cabinet level Department of Irade.
