about colleges and scholarships
Because o f the recent cutbacks in the federal financing o f student aid pro­
grams, many except the most diligent, will be unable to attend the college of
their choice. In addition, increased competition for limited funds demands that
a student not wail until the last minute to seek information or available funds.
Start in your sophomore year.
Perhaps the first step should be to speak with a guidance counselor at the high
school. Be persistent, for the “ squeaky wheel gets the grease.” Don't accept a
"see me tomorrow" and return three days later. Keep asking for leads After all,
this is one o f the areas in which a conviction will be helpful.
Ask at your local library for publications that can help lead you to possible
sources. Check with your parent or guardian — does his job have scholarships
available for children o f employees? Write to your state Department of Higher
Education for available grants/scholarships.
M any Black businesses have foundations that offer scholarships/grants to
deserving students. In addition, investigate those corporations that advertise in
Black publications — do a little detective work, find their corporate address and
send them a letter o f inquiry.
Phillip M orris annually publishes A Guide to Black Organizations. In it are
listed almost two hundred Black organizations that are interested in progress.
All do not have financial aid available, but a 22-cent stamp will help you to find

however, as they do not give assistance by mail or phone. Some large libraries
have their Foundation Directory in the reference section.
Armed with this limited information to begin your search, don’t forget to ask
those you know who they know. Networking is important. Good luck!

Dr. Darrell Millner
Director, Black Studies Program
Portland State University
In 1969. one of the first Black Studies pro­
grams in the United States was started at Portland
State University. The program quickly established
its academic credibility and now offers 36 hours
of undergraduate course work plus graduate
study. The permanent faculty of the Black Studies
program all hold Ph.D. degrees in their respective
fields.
Dr. Darrell Millner. who has been associated
with the program since 1974, is an outstanding
example of a dedicated educator who also has a
strong com m itm ent to community service In
addition to his teaching, he has served as chair­
man of the Recruitment and Selection Committee
for the Black Studies Center, as a director of the National Council of Black Studies Center, and a director of
the Oregon Black History Corporation. He has a comprehensive personal collection of memorabilia of
Black history in the State of Oregon. Dr. Millner has published many articles on Black history and the Black
experience. He acts as a consultant for Portland Public Schools in their multi-cultural curriculum project He
was active in the Albina voter registration drive and serves as a member of the Board of Directors of the
Martin Luther King Scholarship Fund.
