BUSINESS NOTES Tha sales tax w ill not insulate tha S tate of Oregon from revenue shortfalls. Regardless of the particular structure of their tax systems, a University of Oregon study shows states have been hard hit by the recession/depression and are facing serious financial troubles. According to the report, Washington and Oregon have very different revenue generating systems. Washington's is among the nation's more regressive systems and Oregon's is one of the nation's least regressive. With no personal income tax and heavy reliance on the sales tax and a state property tax, Washington theoretically is well-cushioned from the roller-coasters of our economy. However, the study found that the national recession and high interest rates have similarly affected both Washington and Oregon. A study recently released by the Oregon Newspaper Publishers Association shows that, on a dollar-for-dollar basis, newspapers are the best media for advertising investments. Including the Portland Observer, newepepera are read by 70.3 percent of th e adult popula tion In M u ltno m ah County. The study, conducted by Mar-Stat Market Research allows advertisers and agencies to make quantitative compari sons between newspapers and broadcast media. It is the first such study of its kind in the nation. Previously, only qualitative standards could be used to compare advertising mediums. Here cornea "Goodies-to-Go," a reetaurant end rehabilitation project in d o w n to w n Portland operated by Goodwill Industries. Opened in April, the business specializes in preparing and delivering sandwiches to customers nearby. It is located on the ground floor of the Governor Building at 408 SW Second Avenue. Funding is provided through the City of Portland Jobs Training and Partnership Act (formerly C E T A ) and a capital investment from Goodwill Industries of Oregon. Disabled workers learn fast food preparation on-the-job at “ Goodies-to-Go.” A slxsession course in Public Relations for Sm all Business ha,s been scheduled at Portland Community College for summer term. W hile office space in 21 of the country’s largest cities (including Portland) has soared 66 percent over the past five years, the netional vacancy rate has alm ost doubled, from a 1979 low of 4 percent to 7.5 percent today. Public Notice Tri M et s Seif Service Fare Collection Demonstration Project was reinforced by decisions made in Multnomah County District and Juvenile Courts during May. District Judge Aaron Brown dismissed a suit alleging surcharge fare collection procedures to be unconstitutional, and Juvenile Court Judge William Riggs sentenced a minor for theft of services after an accumulation of 17 surcharge fares The suit was brought by Michael Micklovitch who claimed that Tri-Met should be enjoined from collecting surcharge fares Before hearing argu ments on the request for an injunction, Judge Brown entertained a Tri Met motion for dismissal Following those arguments. Judge Brown dismissed the case stating that Tri-M et was. as a municipal corporation, not engaged in consumer transactions as defined by state law Judge Brown reaffirmed the Transportation District's right to remove non-paying riders from buses and to collect *2 0 surcharge fares by adding late fees. Judge Brown also noted that the issuance and collection of surcharge fares was constitutional in that it afforded two opportunities for appeal One by writing to a review committee and finally in court since Tri-M et must, under the law, appear before a judge to enforce collection of the surcharge fares and late fees. In another case. Juvenile Court Judge William Riggs ordered a year's pro bation with 80 hours of community service upon a 17 year old minor convicted of theft of services. The judge imposed the probation with the caution that any additional surcharge fares would warrant the teenager a stay at Hillcrest School for Girls. Judge Riggs had originally sentenced the girl to a year's stay at Hillcrest, a sentence which he suspended.
