Poor white children who are required to attend inferior public schoob are also consistently academ ically retarded. W hat is not stated in this re p o rt or any other report known to this writer is that the more privileged white c h ild re n w ho have the highest S .A .T . scores may not be academ ically retarded, but may be suffer ing fro m an equ ally im p o rta n t educational deficit or moral retar dation imposed upon them by an insensitive school and educational system. It is my personal opinion tjia t we cannot expect to make much more progress in the desegregation o f our schools by continuing to place the emphasis on how cruel and unjust it is to blacks. I think one o f the things that Reagan has done fo r me, is to m ake me understand that those o f us who are concerned with the quest for justice and decency in the U n ite d States must somehow change our strategies and our em phasis. W e must fin d ways o f co m m un icatin g to the critical mass, i f not the m ajority ot the A m erican people, that continued practices in A m erican racism threaten the stability o f the entire society. We must find ways to get the American people — middle Am ericans, blue-collar Americans who are suffering from government- imposed insensitivity and rejection as much as are blacks — to under stand that racism and rejection is contagious; that w hat is done to blacks w ith im p u n ity can also be done to others with im punity. This is specifically apparent in regard to the struggle fo r m ore dem ocratic and effe c tiv e schools. W e must develop a strategy for communicat ing to the m a jo rity o f A m erican whites something they are reluctant to understand and accept: th at segregated, ra c ia lly organized schools damage their children, make their children incapable o f coping w ith a real w orld in which tw o - thirds o f the people are not white; that A m erica has a precious com modity in its racially diverse popula tio n which can be used as a very positive asset in education.
