Board member Herb Cawthorne said the Board docs not have sensiti vity to the needs o f the Black com munity and applies a “ double stan d a rd ,” bending over backward to help and accomodate other middle schools but not considering the community when considering Tub- man. He opposed a delay in the de cision. saying if the Board is not going to consider the desires o f the leadership o f the com m unity it should go ahead and make a deci sion. The Board was not concerned about attendance patterns or racial balance when it closed Adams and Washington/Monroe, so should not use that as an excuse to delay a deci sion in Tubman, he added. Dean G isvold was concerned about the long range effects on ra cial balance and use o f buildings and that these issues should be set tled first. C harlotte Beeman would like to have a full-scale discussion and de cision on policy on racial balance and on use o f excess property prior to a decision on T u b m an . The Board has plans to address its racial balance policy late this spring since its Comprehensive Desegregation Plan and its desegregation policy are contradictory. C aw thorne responded that the E liot site was selected in A p ril o f 1980 and the entire community sup ported that locatio n . T o go back now and go through the process again is unjustified. Bill Scott said he considers Tub- man to be part o f the desegregation plan that has not been implemented and he is ready to proceed without further policy discussion. Frank McNamara was opposed to the Eliot site when it was selected and still is opposed. The Board decided to obtain «.Jdi- tional information on the seven po tential sites— Adams, Washington/ Monroe, old Monroe, Boise, Eliot. Jefferson— and to decide on Febru ary 8th whether to make a decision, to take a community poll, or hold a public hearing, or all o f the above. M any view him as a disciple o f G am al A bdul Nasser, whose image— in contrast to S ad at— remains positive a decade 82 after his death. Israel has every reason to fear the worst o f all possible scenarios: that the "m o derate" and the " ra d ic a l” Arab states are drawing together. So long as the Arab world remained di vided, Israel's security was not that threatened. But A rab unity could mean the gravest threat to Israel since the establishment o f the state in 1948. S ign ifican tly, it has been Libya that has backed o ff the most from its earlier radical policies. As U.S. oil company employees all said on leaving Libya, they had no serious problems there and would return if U .S . policy changed. The French government o ffic ia lly commented that it believed C o l. K hadafy had turned away from his earlier policies o f abetting terrorism. On December 11, the O P E C na tions, with Libya play ng a leading role, decided unanimously to reduce oil prices by 20-70 cents a barrel for 1982. This decision, coming after the breakup o f the Fez meeting and President Reagan's order to Ameri cans to leave L ib ya , indicated no p articu lar concern over the U .S . threats. This was in sharp contrast to O P E C ’ s behavior during the Oc tober 1973 war when they hiked oil prices some 4<X) per cent. M any expenses incurred in a job- related move may be deductible on 1981 income lax relurns, the Internal Revenue Service advises. Moving expenses which can be de ducted include the cost o f travel to the new location: moving o f household goods and personal effects; pre move, house hunting trips, temporary living costs at the new location, and certain ex penses related to the disposition o f an old residence and acquisition o f a new one. The maximum deduction for these last three items is JJ ,000 In addition, the distance between a taxpayer's' new job and old home must be at least JJ miles farther than the former home was from the former job. A taxpayer who is an employee must work for at least )9 weeks during the 12 months after the move.
