Under the Small Property Investor R ehabilitation Loan (SPIRL) Program, owners of rental properties containing one to four units can borrow below market rate funds to pay for physical im provements to existing rental property but must agree to keep ren ts within low and moderate income guidelines and cannot receive more than a 10 percent of equity return on their investment.
