A demonstration effort to help
upgrade rental property has been
announced by Sam Galbreath, Por­
tland’s newly appointed Director of
Housing. Under the Small Property
Investor R ehabilitation Loan
(SPIRL) Program, owners of rental
properties containing one to four
units can borrow below market rate
funds to pay for physical im ­
provements to existing rental
property but must agree to keep ren­
ts within low and moderate income
guidelines and cannot receive more
than a 10 percent of equity return on
their investment.

limited to the Goose H ollow and
Buckman neighborhoods. If there is
interest in the program, and if staf­
fing and funds allow , additional
neighborhoods could be considered
for inclusion in the program.
