By order of the Tribal Council Warm Springs, Oregon Parent participation (Continued from Page I col 6) obligations regarding regularly em ployed teachers or those with re employment rights, shall be obser ved; J) All target schools defined in the Comprehensive Desegregation Plan shall be affected by this regulation; K) A ll other D istrict PK -12 schools shall be encouraged to im plement this regulation but it shall be permissive in each instance upon the request o f the local school citizen advisory committee in con sultation with the building p rin cipal. Glenn H ill, president o f the Port land Association o f Teachers, angrily denounced the Board's plan, accusing it o f responding to a "special interest group" and calling the proposed action "one more slap in the face." Hill said the teachers are not opposed to parent in volvement in the schools but "we are opposed to is having parents hire faculty." In response to questions from the Board H ill said he con siders the Board's interest in parent participation to be a response to a Black "power group. He asked the Board to discuss the issue with teacher representatives outside the "circus o f a public forum.” The Board motion would have adopted a "Com m itm ent to Sub stance" which would have used these procedures as a base, but ordered the Superintendent to seek further input from the community and s ta ff and determine a fin al procedure by November 1st. Acceptance by the Black United Front would now involve trust that the final regulations would have the same basic guarantee for parents. A fte r failing to pass the above procedures, the Board considered adopting a resolution that would tell the Superintendent design regulations. Priestley refused to support that motion saying, "T h e members o f the Board are trying to hand the BUF an empty sack." He explained that true parent participation has been blocked by the "old Board," the previous administration (Blan chard) and the teacher organization. By passing a meaningless policy, some board members "want to ob viate the political interest o f the teachers who confronted us with a drawn sword." He called the lessor motion a "skirmish" to get around teacher objection, stating he favors meaningful parent participation. Priestley said, " I f we can't achieve it we can’t. We have a concerned Superintendent who has more courage than some members of the Board. " I try to support the interest of the teachers...but also intend to support the intrest of parents. This causes me to reject this motion and I will join the call for a boycott." Cawthorne voted for the motion, which failed, because it would in dicate the Board’s concern about citizen participation.
