Sealed proposals for the construction of Old Town Street and Storm Sewer
Improvements (Community Development Block Grant Project No. 1036)
within the City of Sherwood, Oregon, will be received at the office of Tad
Milburn, City Administrator, City of Sherwood, 90 N .W . Park Street. Sher
wood. Oregon 97140 until 10:00 a m. Pacific Standard Time, on the 9th day
of September, 1980. and then will be publicly opened and read aloud.
The work contemplated consists of schedules of the proposal as follows:
When Bid Surety is required, proposals shall be accompanied by a certified
check, cashier’s check or a bid bond, payable to the City of Portland for an
amount not less than ten percent (10%) of the aggregate amount of the bid
as guaranty that the bid shall be irrevocable for the period specified in the
proposal. Said bond to be forfeited as fixed and liquidated damages should
the bidder seek to revoke his offer for any reason not authorized by law and
not consented to by City within the irrevocable period, or neglect or refuse
to enter into contract and provide a suitable bond for the faithful perfor
mance of the contract, in the event the said contract is awarded to him.
NON-DISCRIMINATION: No proposal or bid will be considered unless the
bidder is certified as an EEO Affirmative Action Employer as prescribed by
Chapter 3.100 of the Code of the City of Portland, all bidders not currently
certified should file the required documentation with the Contract Com
pliance Division, Room 209, City Hall, 1220 SW Fifth Avenue, Portland,
Oregon 97204, 248-4696, at least five (5) days prior to the Bid opening.
Failure to achieve certification by the Bid Opening Date and Time shall

SCHEDULE I - Street Improvements Construction consists of 1,280 cubic
yards of exacavation, 2,259 linear feet of concrete curb construction, 3,162
square yards of two- (2) inch compacted thickness of Class C asphalt con
crete pavement on base rock, 135 square yards of one and one-half (1-1/2)
inches compacted thickness of Class C asphalt concrete overlay, eleven
(11) catch basins, 270 linear feet of storm sewer lateral construction, 200
square feet of sidewalk construction, and other miscellaneous construction
items.
SCHEDULE II - Storm Sewer Improvements - Construction consists of
1,146 linear feet of eighteen - (18) inch concrete sewer pipe, thirty-six (36)
linear feet of fifteen (15) inch concrete sewer pipe, 747.5 linear feet of
twelve- (12) inch concrete sewer pipe, eight (8) standard manholes, one (1)
ditch inlet, one (1) outfall structure with rip rap, and pavement restoration.

The successful bidder will be required to furnish a Performance and
Payment Bond for faithful performance of the Contract in the full amount of
the Contract price.
Attention is called to the fact that not less than the minimum salaries and
wages as set forth in the Contract Documents must be paid on this project
in accordance with ORS 279.350, and that the Contractor must ensure that
employees and applicants for employment are not discriminated against
because of their race, color, religion, sex, or national origin.
The contract will be awarded to the lowest responsible bidder; the City of
Sherwood reserves the right to reject any or all proposals. The City of
Sherwood also reserves the right to postpone award of the Contract for a
period not to exceed thirty (30) days from date of bid opening for the pur
pose of reviewing the bids and to accept that proposal which is to the best
interests of the City of Sherwood.
Completed prequalification forms must be received by the office of Gary M.
Buford Et Associates, Inc., 415 N. State Street, Lake Oswego, Oregon
97034 ten (10) calendar days before bid opening. Failure to submit
prequalification forms ten (10) days in advance will result in automatic
disqualification of the bidder. The Engineer shall notify all noneligible
bidders seven (7) days before bid opening.

Sealed proposals to furnish materials, equipment, labor and services of all
kinds for the construction of Water Supply Project, Phase II: Water Trans
mission Pipelines will be received by the Confederated Tribes of the Warm
Springs Reservation at the Tribal Administration Building, Warm Springs,
Oregon 97661, until the time and date stated below, and immediately
thereafter such proposals will be publicly opened and read. Bid envelopes
shall be marked with the name of the bidder and the title of the job:

The work to be performed includes installation of approximately 86.30C
lineal feet of ductile iron, steel, and/or concrete cylinder water transmission
pipelines ranging in size from 18-inch to 8-inch together with valves,
blowoffs, outlets drains, appurtenances, and related work. The work has
been divided into three schedules. Schedules A, B, and C. Schedule A in
cludes approximately 18,200 lineal feet of 18-inch steel or concrete cylinder
pipe; Schedule B includes approximately 25,100 lineal feet of 14-inch and
approximately 15,500 lineral feet of 12-inch ductile iron, steel or concrete
cylinder pipe; and Schedule C includes approximately 23,300 lineal feet of
10-inch ductile iron, steel, or concrete cylinder pipe, and approximately
3,200 feet of 8-inch ductile iron or steel pipe. Bidders may submit bids on
one or all schedules or any combination of schedules as described in the
specification.

Copies of the plans and specifications may be obtained upon application at
the office of STRAAM Engineers, 5605 S. E. Milwaukie Avenue, P .0. Box
02201, Portland, Oregon 97202, upon payment of a deposit of $50 00 which
will be refunded upon return of the documents in good condition within 15
days after bid opening. If the drawings and/or specifications are damaged
so as to preclude their future use, or if they are not returned within the 15-
day period, the entire deposit will be retained.
Plans and specifications will be mailed first class. Those desiring air mail,
parcel post, or special handling shall include with their request for plans and
specifications a check, or money order, separate from the plan deposit, in
the amount of $5.00 for each set requested.
All proposals must be submitted on the regular forms furnished with the
specifications. No proposals will be considered unless accompanied by a
certified check, cashiers check, or bid bond payable to the Confederated
Tribes of the Warm Springs Reservation for the amount equal to ten per
cent of the total bid. The successful bidder shall furnish a performance
bond and payment bond satisfactory to the Confederated Tribes of the
Warm Springs Reservation each in the full amount of the Contract. The
successful bidder, upon his failure or refusal to execute and deliver the Con
tract and bonds within ten days after he has received notice of acceptance
of his bid, shall forfeit to the Confederated Tribes of the Warm Springs
Reservation for such failure or refusal the security deposited with his bid.

Glenn H ill, president o f the Port
land Association o f Teachers,
angrily denounced the Board's plan,
accusing it o f responding to a
"special interest group" and calling
the proposed action "one more slap
in the face." Hill said the teachers
are not opposed to parent in
volvement in the schools but "we
are opposed to is having parents hire
faculty." In response to questions
from the Board H ill said he con
siders the Board's interest in parent
participation to be a response to a
Black "power group.
He asked the Board to discuss the
issue with teacher representatives
outside the "circus o f a public
forum.”
The Board motion would have
adopted a "Com m itm ent to Sub
stance" which would have used
these procedures as a base, but
ordered the Superintendent to seek
further input from the community
and s ta ff and determine a fin al
procedure by November 1st.
Acceptance by the Black United
Front would now involve trust that
the final regulations would have the
same basic guarantee for parents.
A fte r failing to pass the above
procedures, the Board considered
adopting a resolution that would tell
the
Superintendent
design
regulations.
Priestley refused to support that
motion saying, "T h e members o f
the Board are trying to hand the
BUF an empty sack." He explained
that true parent participation has
been blocked by the "old Board,"
the previous administration (Blan
chard) and the teacher organization.
By passing a meaningless policy,
some board members "want to ob
viate the political interest o f the
teachers who confronted us with a
drawn sword." He called the lessor
motion a "skirmish" to get around
teacher objection, stating he favors
meaningful parent participation.
Priestley said, " I f we can't achieve
it we can’t. We have a concerned
Superintendent who has more
courage than some members of the
Board.
" I try to support the interest of
the teachers...but also intend to
support the intrest of parents. This
causes me to reject this motion and I
will join the call for a boycott."
Cawthorne voted for the motion,
which failed, because it would in
dicate the Board’s concern about
citizen participation.
The Board will meet Thursday at
7:30 to continue the discussion. The
Black United Front will meet at the
same time at King Neighborhood
Facility.
