ADDENDUM: BLACKS, LAND AND TECHNOLOGY by McKinley Burt This recent series of articles (8/24 to 9/14/78) generated a great number of phone calls and letters. There was, however, a common thread of inquiry in respect to the last article, indicating a need for the following clarifications: A. The 1940-1941 Department of Justice investigation, specifically specified that the Harlem conspiracy (typical) was intended to prevent the creation of any new buildings for either family or business occupancy — thereby preventing any competition by either Black or white investors, AND effectively maintaining the exhorbitant rents (often double that for com* parable white premises) and overpriced consumer goods structure for the poorest and most discriminated against group in urban America (my own parents paid this 'skin tax' for years in St. Louis). B. As reported in The Wall Street Journal — shortly a fter the W atts Riots — not only were the White-Male-Only craft unions and City Hall involved, but also, as in today's redlining, the Banks, Mortgage Companies, and the hugs property-holding trusts representing Charitable, Educational and Religious Institutions. C. The investigation was dropped when, 24 hours after the December /, 1941 attack on Pearl Harbor, the entire group of Justice Department attorneys was reassigned to the task of rounding up the Japanese citizens and aliens for placement in internment camps. D. In reference to the 19th-century development of racist-philosophies vizaviz "The Manifest Destiny of the White Races." 1. The full title of Charles Darwin's magna opus on 'Evolution' was "On the Origin of the Species by Means of Natural Selection" OR "The Preservation of Favoured Races in the Struggle for Life." 2. It was Spencer who coined the phrase "Survival of the Fittest." 3.
