ADVERTISEM ENT FOR BIDS
Notice is hereby given that sealed bids will be received by the City of Kelso up
to 1:30 p.m. on the 17th day of November. 1977, and immediately thereafter the
proposals will be publicly opened and read Contract of construction will be
awarded within 30 calendar days after the bid opening date.
The proposed work for each schedule shall be for the furnishing of all labor,
materials and supervision for the construction of:
Schedule I: North Kelso: A 0.5 MG steel reservoir with concrete footing, booster
pump station and a six-(6l and ten-110) inch DJ. transmission main.
Schedule 11: Southeast Kelso: A 0.5 MG steel reservoir with concrete footing,
booster pump station and an eight |8> inch D J. transmission main.
Plans and specifications may be obtained at the office of Gibbs £ Olson, lnc„
Consulting Engineers: 1405 - 17th Avenue. Suite 300; P .0. Box 400; Longview,
Washington 98632: telephone number i206) 425-0991. Plans and specifications
will be issued upon payment of a charge of $50.00. which will be refunded upon
return of the plans and specifications in good condition within fifteen (15) days
after the bid opening. If plans and specifications are damaged so as to preclude
their future use. or if they are not returned within the fifteen day period, a
charge of $20.00 will be retained from the refund.
All proposals must be submitted on the regular form furnished with the
specifications and each must be accompanied by a certified check or bidder s
bond made payable to the City of Kelso in an amount not less than five percent
(5%I of the total bid. A corporate surety bond in the full amount ol the contract
award will be required to guarantee its faithful performance.
NONDISCRIMINATION IN EMPLOYMENT: Bidders on this work will be
required to comply with the President's Executive Order No. 11246. as
amended The requirements for bidders and contractors under this order are
explained in the Contract Documents.
WAGES: The bidders must be aware of the conditions of employment that must
be complied with and the minimum wage rate requirements, state and. or
federal, whichever governs, that shall be paid under this contract.
FUNDING: This project will be funded by a "Local Public Works Round II
Grant from the U.S. Department of Commerce. Economic Development
Administration 'EDA). A minimum of 10% Minority Business Enterprise
iMBE i participation of the allocated funds by EDA is required for each schedule.
The minimum MBE participation for each schedule is: Schedule I. $24.322 00 and
Schedule n . $28.980.00, based on a 100% E.D.A. grant.
Contractors may bid on one or both of the schedules The City of Kelso reserves
the right to reject any or all bids, waive informalities or irregularities and to
accept any bid on one or both of the schedules for the project which appears to
serve the best interest of the City.

1977 and then will be publicly opened and read.

I. NOTICE TO CONTRACTORS
Sealed bids will be received by Albany Union High School District No. 8J. at
the Administration Building, 28X0 S. Elm Street. Albany, Oregon, until 8.00
p.m. P.S.T.. Tuesday. November 22. 1977. for the construction of the Albany
Community Swimming Pool located at the existing South Albany High School,
3706 S.E. Columbus Street, Albany, Oregon.
Sealed bids in writing from qualified contractors will be received by the City of
luncoin City, City Hall Council Chambers until 10:00 a.m. P.S.T. on Friday
December 2. 1977. for improvements to existing baseball fields, hard surface
walkways, landscaping and irrigation, at which time and place bids will he
opened and read aloud to all who will attend.
2. TYPE OF BID
One proposal for the entire project, including mechanical and electrical work,
is required.
3. DESCRIPTION OF PROJECT
Briefly described, the project consists of the construction of an encloaed 50
meter swimming pool and dressing room facilities of approximately 21.631 sq.
ft. The l onstruction will be concrete tilt-up and masonry walls, with concrete
tees and wood frame roofs.
4. BID OPENING
Bids will be opened puhiidy at the above stated time and place, and read
aloud.
Bidders and others properly interested are invited to be present at the bid
opening.
5. CONSTRUCTION DOCUMENTS
Drawings and specifications, including bidding documents and conditions of
the agreement, may be examined at the office of Jeppsen. Miller £ Tobias.
Architects. 230 S.W. Sixth Street. Corvallis. Oregon, and at the Builders
Exchanges in Portland. Salem, and Eugene. Oregon.
Bonafide prime bidders may obtain one set at the Architect s office upon
deposit of $75.00.
Sub-bidders and suppliers may obtain sets or parts of sets, and prime bidders
additional sets, by paying the cost of reproduction.
6. REFUND OF DEPOSITS
Full refund of deposits for documents will be made to prime bidders upon
return of the documents in good condition to the Architect's office not later
than 10 days after bids are received.
7. FORFEITURE OF DEPOSITS
Plan holders who do not submit a bonafide pnme bid, and do not return the
documents in good condition at least five days prior to the bid opening, will
forfeit the full amount of their deposits
There will be no refund for additional sets or parts of sets, but they are the
Architect's property and must be returned
8. QUALIFICATION
Bidders who are in doubt as to their qualifications are encouraged to contact
the Architect 1152-3438) informally to determine if a prequalification request
is necessary. Prequalification requests must be submitted no later than 2 00
p.m., November 16. 1977.
9. BID CONDITIONS
All bids be in accordance with applicable state and local laws lORS. 279-3501
and the work will be subject to the prevailing wage rates established by the
t ,S. Department of Labor and the Commissioner of Labor. State of Oregon
iwhichever is higher), the Equal Employment Opportunity Requirement«
and the 10 percent minority enterprise requirements.
The Contractor for this work will furnish all labor, material equipment and
services of all kinds to complete the work in accordance with the Drawings and
Specifications.

Deposits will be refunded for sets returned in good condition within seven (7)

Commerce or proof of current prequalification with the State Highway
Department or the Department of General Services pursuant to Chapter 279,
Oregon Revised Statutes and filed with the City Manager, Lincoln City, Oregon
No bid will be received or considered unless the bid contains a statement by the
bidder, as part of his bid. that the provisions required by O.R.S. 279.350

The work will be subject to the prevailing wage rates established by the U.S.

Proposals will not be considered unless accompanied by certified check, cashier's

amount equal to ten percent (10%) of the lump sum bid. Interest will not be

No bid shall be received or considered unless the bid contains a statement by
the bidder as a part of his bid that the provisions of ORS 279.350 shall be
included in his contract.

Opportunity, during the performance of this Contract and its Subcontracts.
10. RIGHT TO REJECT BIDS
The Owner reserves the right to reject any or all bids and to waive
informalities.
11. BID BOND
Each bidder must deposit with his bid security in the amount, form and
subject to the conditions provided m the Information for Bidders.
No bidder may withdraw his bid after the hour set for the opening thereof, or
thereafter, before award of the Contract, unless award is delayed for a period
exceeding sixty 160) days from the bid opening date.
The Owner reserves the right to reject all bids, to waive deficiencies and to
accept only such bids as may be to the Owner's best interests.

A copy of the Documents may be obtained at the Engineer's office upon payment
of $50 for each Document. The full amount paid for the Documents will be
refunded if the Documents are returned in good condition within 10 days after
