It is especially necessary in a state Mte Oregon, where minority people must live and work among the majority group, that minority children gam the awareness and skills to fully with individuals not of their ou The Observer has always supported and still d o e s We do not disagree wi School District's desire for desegregation, or for integration, ond we understand the need of the OtSWvCT ’O m o © ' ttto >K jt O © Q u»rorn© nT> w r m i n a reasonable time. We do believe that the policy change offered by Board member Jonathon N e w n an is and should be refected. We also believe that for an issue at emotional, ond as far reaching as the broadest possible involvement of the community - and especially of the Block community - is required to make any program successful. We endorse the "Committee for Quality Education for All Children" proposal that the dtstnct provide a thorough study of the methods, extent and reeufcs of racial desegregation thus far and build a hensive pion that w ill provide for shifts in and the increasing percentage of minority children without the necessity for The plan that b finally evolved must indude white children and parents, for they hove as much to gain as Blocks. Desegregation has bee n treated as a Black problem - but the isolation of whites from other ethnic groups is just as great a problem as the isolation of Blacks. Above ail, the people of the district have the right to be dealt with openly, to be provided all available information, to be brought into the decision making process. It is true that desegregation is a School Board responsibility - but it b a responsibility that should be shared with all of the people of Portland. All of these federally funded recruiting drives - four y ea rs worth - hove resulted in the hiring of seven Block police officers. It can't be because no applicaiiom w ere received, because police records show 120 Block applicants. Last year's record was worst, with only one Block hired out of 49 tbcants. That's above 2 percent, but about 7 preset of the white applicants were hired. Other minorities did not do too w ell either - the only additional minority hired was one Spanish sur-named. tn n u • * * ’ 50 * m ntot Tba Uabarml * with ___________ is tta past 15 fita lti i b tba i tkat tba Uabaraal weld «pm tba dear V E P official stated, « I sa tasi To ta «qed R obots tart vets The rumor mongers who attempted to get a unanimous vote for the Marquam Hill site for the new Veterans' Hospital by saying the money would go elsewhere if Aarlianders could not agree on a The Senate Appropriations Committee has announced that the hospital w ill be buih in Portland ky v« BUae af t t a « b e to n i i b the« The beet site in terms of cost, access and other community considerations, b Emanuel. ________ Naw Tart .
