racial desegregation thus far and build a
hensive pion that w ill provide for shifts in
and the increasing percentage of minority children

The plan that b finally evolved must indude white
children and parents, for they hove as much to gain
as Blocks. Desegregation has bee n treated as a
Black problem - but the isolation of whites from other
ethnic groups is just as great a problem as the
isolation of Blacks.
Above ail, the people of the district have the right
to be dealt with openly, to be provided all available
information, to be brought into the decision making
process.
It is true that desegregation is a School Board
responsibility - but it b a responsibility that should be
shared with all of the people of Portland.
All of these federally funded recruiting drives -
four y ea rs worth - hove resulted in the hiring of
seven Block police officers. It can't be because no
applicaiiom w ere received, because police records
show 120 Block applicants.
Last year's record was worst, with only one Block
hired out of 49
tbcants. That's above 2 percent,
but about 7 preset of the white applicants were
hired. Other minorities did not do too w ell either -
the only additional minority hired was one Spanish
sur-named.

relationship with the medical school and quolity care
