TYPE OF BID One proposal for the entire project including general mechanical, and electrical is required. 3. BID OPENING Bids will be opened publicly at the above-stated time and place and read aloud. 4. CONSTRUCTION DOCUMENTS The Design-Build Developer's Handbook, including Bidding Documents and conditions of the Agreement, may be examined at the following offices: Housing Authority of Portland 1605 N.E. 45th - Portland, Oregon Builders Exchange Co-op 1125 S.E. Sub bidders and suppliers may obtain sets or parts of sets, and prime bidders may obtain additional sets by paying the cost of reproduction which is $15.00 per set or 15c per page. 5. REFUND OF DEPOSITS Full refund of deposit for one set of documents will be made to prime bidders upon return of the documents unmarked and in good condition to the Owner’s office not later than five (5) days after bids are received. 6. FORFEITURE OF DEPOSITS Plan holders who do not submit a bona fide prime bid and who do not return the documents unmarked and in good condition at least five (5) days prior to the bid opening, will forfeit the full amount of their deposits. There will be no refunds for additional sets or parts of sets. 7. All bidders mint comply with the provisions of Chapter 279, Oregon Revised Statutes relating to the qualifications of bidders. The bidders prequalification statement shall be prepared and presented on the “Contractor's Prequalification Application” to the Housing Authority of Pbrtland as required by ORS 279. 8. BID GUARANTEE A certified check, cashier's check, or bid bond equal to ten percent of the Base Bid plus additive alternates is required with each bid. Make payable to the Housing Authority of Portland. Bid Bond shall be issued by a bonding company licensed to do business in Oregon and shall be written on the enclosed form. Bid guarantee shall be forfeited as fixed and liquidated damages should the bidder neglect or refuse to enter into a contract and provide a suitable bond for the faithful performance of the work in the event the contract is awarded to him. 9. MINIMUM WAGES . Attention is called to the fact that not less than theminimum salaries and wages as set forth in the Contract Documents must be paid on the Project, and that the Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, color, sex, religion or national origin and that the Contractor must comply with Federal regulations pertaining to the employment of apprentices and trainess as set forth in the Contract Documents. 10. RIGHT TO REJECT BIDS The rights are hereby reserved to reject any or all bids; to waive any irregularities in the bids submitted; to accept the bid which is in the best interest of the Housing Authority of Portland.
