This final application period w ill conclude w ith the selection of IS new Fellows for 1977 78. Funded by the C enter for M inority Group M ental Health Program of the National Institu te of M ental Health, the A N A grant provides for predoctora! study in psychiatric mental health nurs uig and social and behaviorial sciences lor ethnic racial m inority nurses to become mental health researchers. In addition to stipends, a fellowship includes tuition, fees and dependency allowance. Persons seeking awards must be regia tered nurses w bo have received the first post baccalaureate degree in nursing. Other requirements include U.S. citizen ship or permanent visas. Violators of anti trust laws and other w hite collar criminals are often ignored and go unpunished. Citizens without influence often bear the brunt of prosecution. Everyone should be equal in the eyes of the law. The best way to reduce crime in a substantive manner is to reduce unemployment. U nder tw o Republican Adm inistrations we have been faced w ith the tw in evils of intoilerabie high unemployment and double-digit inflation. The m ajor econo mic problem is unacceptably high unem ployment. In 1975. one out of every fourth Black w orker was unemployed and the m ajo rity of them w ere ineligible for unemployment compensation Teenage Black unemployment in some areas ap proaches the staggering figure of 40 per cent. W e must give highest priority to achieving a steady reduction of unem oloyment. and achieving full employ roent a job for everyone who is eligible to work - as rapidly as possible, while re ducing inflation. The basing program that has been a great success in A tlan ta for the past three years is referred to as the “A tlan ta Plan”. F irst of all. any child that wants to be oused can be bused at public expense. Secondly, the busing must contribute to increased integration- T hird and this is missing completely in Boston and a lot of other cities, but its integral far an ult» mate solution, the Black leaders have to be adequately represented in the decision making process of the school system at all levels, so the Black people w ill feel "that's my school system toq, it ’s not just a w hite folk s school system that my kids have to go to." As a political candidate Jim m y C arter would like to see this plan used in cities across the country. C IV IL R IG H T S As Governor of Georgia. Jim m y C arter equalized jobs and promotions for Black people for the first tim e in the history of that state. As a private citizen, be was one of a few w hite Americans in the South who expressed his convictions for equal rights for every human being. Jim m y C a rte r and his family had the courage to be the only members of their congregation that voted to allow Black people to warship in th eir church. To »peax of sociai justice is one consid eration, but to openly take a stand for w hat you believe in is the kind of political courage we need in Washington today. Jim m y C a rter supports self determ in ation and m ajority rule in Rhodesia and Namibia. He also supports financial aid for the development of Africa's natural resources and overall economic develop ment. In South Africa. C a rter believes in the elimination of the rigid institutional ized system of racial segregation and supports the freedom and justice of Black Africans, and a “movement towards ma jo rity rule." Jim m y C a rter supports a comprehen sive national health insurance program which insures quality health care and delivery of health services to all Am eri cans regardless of race, color, cr ee d, or geographical area. His proposed health care program seeks to provide greater availability of health care services a t a cost affordable to every American. Working just as well as these factory made solutions, but requiring a little w o rk ...a re property made, do-it-yourself storm windows using plastic instead of glass And, they are consistently less expensive. Materials needed to make plastic storm windows. You'll need a saw, a hammer, a stapler, metal cleats. 1 ' by 2" wood stock, clear vinyl plastic film. Paint or stain. Self adhesive foam weather stripping (optional). How to proceed: There is nothing tricky about the skills required to make your own §torm windows. — __ Before getting underway, you should decide whether you want your storm windows on the inside of the window .. or the out- side. It makes little difference in their heat-keeping a b ility .. . but it may make a differ ence in your particular circumstance. Either way. the process is similar.
