Reverend Edward W ild e r As a member of the nomi nating rommittee, I .arson will help select future presidential officers, m em bers of the board of governors, candi dates for the bylaws com mittee and succeeding nomi nating committee members. He will serve on the com mittee for three years. [.arson was appointed chief executive officer and presi dent of Emanuel Hospital in November, 1972. Previously, he served as the hospital's executive vice president, as suming that post in 1969. (Continued from pg. 1, col. 7) "wholesale, not piecemeal". He discussed the earlier com mitments made by the Mayor and Com m issioners. He asked Miss Schwab and Rla lock to be advocates for the people of Model Cities at city hall. He discussed the fact that Blacks are eliminated by e m p lo y m e n t in te r v ie w s , which are based on per sonality and appearance, and that this could all he elimi nated if the Bureau chose to live up to its commitments. The complaints about PDC housing rehabilitation were discussed. Ella Mae Gay. who received a rehabilitation grant from Portland Develop ment Commission, said she has been complaining since before the work was com pleted, but has received no satisfaction. Mrs. Schwab's office has been looking into the complaints. At a meet ing of PDC, the Albina Contractors Association, her office and the Mayor's office, PDC had agreed to write new complaint procedures. The new procedures were received by Miss Schwab’s office on this date. The residents were also concerned about the struc ture of the Human Resources Bureau and the neighborhood planning areas. Nine areas will be developed, including Model Cities, each with a planning coordinator and ac cess to the city department with which a problem arises. The Human Resources Bur eau will have a citizen ad visory committee, but is re sponsible to the city council.
