that this could all he elimi
nated if the Bureau chose to
live up to its commitments.
The complaints about PDC
housing rehabilitation were
discussed.

who received a rehabilitation
grant from Portland Develop
ment Commission, said she
has been complaining since
before the work was com
pleted, but has received no
satisfaction. Mrs. Schwab's
office has been looking into
the complaints. At a meet
ing of PDC, the Albina
Contractors Association, her
office and the Mayor's office,
PDC had agreed to write
new complaint procedures.
The new procedures were
received by Miss Schwab’s
office on this date.
The residents were also
concerned about the struc
ture of the Human Resources
Bureau and the neighborhood
planning areas. Nine areas
will be developed, including
Model Cities, each with a
planning coordinator and ac
cess to the city department
with which a problem arises.
The Human Resources Bur
eau will have a citizen ad
visory committee, but is re
sponsible to the city council.

pointment of Sister Karen
Gosser, S.H.C.J., to the pro
gram staff of the Center.
Her responsibilities include
coordination of programs in
alternative education, crimi
nal justice and urban aware
ness.
Sister Karen is a Sister of
the Holy Child Order, re
reiving her religious forma
tion at the Provincial House
in Pasadena, California. She
has studied at Immaculate
Heart College, Pasadena City
College, and Portland State
University, from which she
received her BS. In Southern
California. Sister Karen was
involved in Special Education
programs for mentally and
physically handicapped chil
dren, tutorial projects and
religious education work.
Previous to joining the CUE
staff. Sister Karen taught
Biology and Chemistry at
Holy Child Academy here in
Portland. In addition to her
responsibilities with CUE.
she will be involved with
several other sisters in be
ginning a House of Prayer.
The Center for Urban Ed
ucation is an agency of
Ecumenical Ministries of Ore
gon (successor to the Greater
Portland Council of Churches
and the Oregon Council of
Churches). The Center cur
rently fix-uses its activities
around five priority areas:
land use planning, human
services, cable television ,
criminal justice and alterna
tive education.
In these
areas the Center continues
an integrated piogram of re
search, educational events
arid media productions. CUE
also includes the activities of
the NEW Theatre and the
Portland New Communica
tors project. Upon request
the {'enter designs learning
experiences to meet special
needs of religious, community
service and social action
groups in the city.
