Inc., be came the first major food chain to lie found in significant violation of the federal price rontrol program when it was announced that H6 items in the stores were sold at from one to 2<> cents over federal prire ceilings. The company offered to roll hark prices on certain meat items (including ham hocks, pork legs, w ieners and luncheon meats) at 553 stores in four of Safeway'a IS divisions, according to an IRS official in Los Angeles. The four divisions included 240 stores in the Los Angeles division: 203 in San Fran cisco division; 53 in El Paso division; and 57 in the Phoenix division. Investigators discovered that Safeway managers in the four divisions used the wrong date in determining allowable ceiling prices on the meat products. The food chain claimed the $80,965 in over charge* resulted from a "mis understanding," however it is interesting to note that al though Safeway was found in violation of overcharging for 28 7 * 2 8 8 7 Exclusive Showing meat that only the lower forms of meat was involved such as wieners, smoked ham hocks, lunch meat, bacon and pork legs. Such cuts as steak and roasts were not found to be among the items involved in the overcharge. Another interesting facet to the overcharge is that the items mentioned are normally sold in Black or minority areas. The price rollback in Los Angeles went into effect April 30. and the division has already completed prire ruts which returned $18,551 to buyers of the products in question. The prices have since been raised back to proper ceiling levels. The IRS official noted that while many small, indepen dent markets had been found in violation, mainly due to a lack of understanding of the ceiling price dates. Safeway was the first major chain to be found in significant violation, and the first to be found in violation on meats. Paul Campbell, public rela lion s supervisor for the Southern California Division of Safeway, said the misun derstanding came about due to a misinterpretation of rules which originally stated costs were to bo computed from the 3()day period of February 28 to March 28. A later clarification sped fled the date of March 28 should not be included in calculating the base price. Campbell said Safeway dis covered the mistake them selves in April. He said that in the case of certain wieners, for instance, Safeway was charging 97 cents a package instead of 95 cents.
