Where are the “Black pro gram directors” within State, County and City government? • We started out with a Black Civil Bights Adminis trator for the State Mark A. Smith. He died in 1969. Now we have a white admin istrator. • Had a Black Model Cities Director - Charles Jordan. Now we have a white acting one. • Had a Black Acting Director, Bureau of Human Resources Charles Jordan. Now we have a white one. • Had a Black woman Citizen Participation Coordi nalor for PDC. Now we have a white male acting. The only person left that looks somewhat safe is Ver non Summers Director, City County Human Relations Commision. But then you ask, how safe is any Black in this political rat race? (Commis sioner Connie McCready is now trying to do away with the Human Relations Com mission. More on this item at a later date.) We as a race of people had better wake up and get concerned as to what is happing to us. We are losing out every day and no one seems to care. It's too late to wait until the programs are gone to get concerned. The time is now. So look around and ask. where are the Black Directors? And I say, “Here today and gone tomorrow.” (I'm aware that a couple of Blacks are running a few programs with Federal funds. But they will find out when the money is gone they are gone and this isn't what we have been struggling for. We want full time, permanent po sitions for Blacks as part of the State, City and County structure. We are tired of seeing these kind of positions go to whites while ‘'Blacks” get the Federal cut back programs to run.) The Furnishings Retailers Association for Minority En terprise, Inc. (FRAME), new ly formed trade organization for home furnishing firms, is launching a nation wide cam paign to locate minority en trepreneurs in the field, Iuirry N. Mclenney, FRAM E presi dent, announced following his association's first workshop/ seminar, held in Washington. DC. Suppose we had a hypo thetical situation where the city established neighborhood organizations with salaried persons serving as facilitat ors. The facilitators might work out of the Bureau of Human Resources. Due to the fact that their salary is paid by the Bureau of Person nel Resources, the facilitators will always present the views of the Resource Bureau when there is an issue that liie Rureau deems crucial to the maintenance of its overall game plan. Many of the political analysts say that effective machine politics is a thing of the past. Mayor Richard Daley of Chi cago is no longer able to guarantee delivery of his part of the State of Illinois by turning out the city em ployees to do his bidding. The first thing that we must do is recognize that the name of the game is politics. If there must be any form of neighborhood organization, let us make sure that Black folks are in abargaining posi tion. You bargain from a base of power. In order to have a base of power, we must organize ourselves. We can no longer allow our community to be mindlessly controlled by poverty dollars, spiritual meandering, or per sons selling Rlackness in lieu of skills. If we are to become another Chicago, then the rules will have to include Black folks participating from a position that facilitates systemic inputs and increased systemically produced service outputs.
