"W omen, at least personal ity -w ise, are as well equipp ed as men, if not more so, to perform the police function Perlstem maintains. Lola Baldwin in 1905. M rs . Baldwin's work was so successful that the C it v organized the Department of Public Safety fo r the P rotect ion of Young G irls and W omen and named her the department fir s t d ire cto r. The depart ment later became part of me regular police department, tu t its women were called "w o rk e rs ” or "o p e ra tive s" rather than "p o lic e ." Perlstem believes th a t policewomen should be given a greater share of the police function to perform and re cently he cooperated with the Portland Police Bureau on a study of its employment and promotion policies involving women.
