Throughout its history, Oregon has manag ed to segregate and dominate its black population while praising its own high ideals and regard for the rights of all. The Supreme Court of the State of Ore gon has upheld the legislative redistrict ing plan which was drawn up bv Secretary of State Clay Myers. With this plan, which will be in effect until after the 1980 Census, Albina becomes a part of four separate legislative d istricts, none of which has a large enough number of blacks for their vote to be o f great sig nificance. A viable community with com mon problems and concerns has been broken up and put into districts with areas like Alameda, Buckman and Rose City. The Supreme Court went one step further and ordered that the candidate live in the district in order to run for office from that district. In many ways it is good for a legislator to live in the district that he represents, but in our case, it means a black candidate living in one district can not draw support from blacks in the rest of Albina. We’ re appalled, not only that Sidney Wlcka was turned away at the door of Portland apart ments, but that you, in your resentment of his treatment, unfairly broadbrush everyone in real estate. It is shameful that M r. Wicks was rebuffed. But Ward V .C ook, our president, has asked me to suggest to you that his snub came not from professional Realtors, but from bigoted individuals of whom, unfortunately, Portland s till has a share. We don’ t do that sort of thing, M r. Henderson. Moreover, our Code of Ethics does not contain the the implications you claim it does. Quite to the contrary, REALTORS OF PORTLAND long has been known as a believer in — and frequently a crusader fo r — the property rights of all people. F o r that reason, an issue like thia ra r tly anses. But when it does, our D irectors a r t quick to make clear, to both members aixl public, their adamant posture on the subject. If you d o n ’t see y o u r O b s e rv e r, ask him w h y . pride, philosophies and prac tice.
