Divide and Conquer
Once again the black citizens of Oregon
have been relegated to second class status.
Throughout its history, Oregon has manag
ed to segregate and dominate its black
population while praising its own high
ideals and regard for the rights of all.
The Supreme Court of the State of Ore
gon has upheld the legislative redistrict
ing plan which was drawn up bv Secretary
of State Clay Myers.
With this plan,
which will be in effect until after the
1980 Census, Albina becomes a part of
four separate legislative d istricts, none
of which has a large enough number of
blacks for their vote to be o f great sig
nificance. A viable community with com
mon problems
and concerns has been
broken up and put into districts with areas
like Alameda, Buckman and Rose City.
The Supreme Court went one step further
and ordered that the candidate live in the
district in order to run for office from
that district. In many ways it is good for
a legislator to live in the district that he
represents, but in our case, it means a
black candidate living in one district can
not draw support from blacks in the rest
of Albina.
Oregon has again insured that black peo
ple will have no voting power and no hope
for representation in Salem.

It is too late for Oregon to be first with
political opportunities for black people, or
even in the running. With blacks divided
